Cheltenham School District in Elkins Park, Montgomery County, PA, a diverse suburban school district serving approximately 4,300 students and 782 employees, is seeking an Assistant Director of Facilities and Maintenance.
TITLE: Assistant Director of Facilities and Maintenance (Internal Applicants Only)
REPORTS TO: Director of Facilities and Maintenance
LOCATION: Administration Building/Schools
FLSA STATUS: Exempt
POSITION GOAL:
Performs administrative and supervisory duties related to the structural, mechanical and physical maintenance and repair of school facilities, grounds and vehicles. Consults with contractors and school district officials to ensure proper compliance and administration of the various laws, regulations, technical practices, operations and management techniques. Provides direct daily supervision of the maintenance, custodial and grounds care staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provide supervision to all maintenance, custodial and grounds personnel:
- Assist in the hiring, assignment and evaluation of maintenance, custodial and grounds personnel in conjunction with the Director of Facilities and Maintenance.
- Coordinate vacation schedules for maintenance, custodial and grounds personnel.
- Helps to establish and monitor work requirements for maintenance, custodial and grounds personnel. Directs the placement of personnel to provide daily coverage of workloads.
- Establish and implement special or periodic training programs for maintenance, custodial and grounds personnel.
- Oversee the athletic fields and track maintenance operation.
- Develops and maintains athletic field preventive maintenance plan including planting, fertilization, seeding, aeration, weed control, and track preventive maintenance.
- Coordinates planning and communicates impact on field availability with building administrators, athletic directors and the Director of Facilities and Maintenance
- Assists the Director of Facilities and Maintenance in planning and conducting safety inspections for district facilities and safety inspections of projects in order to ensure compliance with applicable federal and state health and safety laws and regulations.
- Manages district preventive maintenance programs for buildings and grounds including the development of schedules for the inspection of major systems equipment, periodic replacement of equipment parts, calibration of equipment, lubrication of equipment and other preventive maintenance tasks. Communicates the assignment of scheduled tasks to responsible parties and maintains record-keeping of schedules.
- Coordinates Health Department inspections. Reviews reports and generates work orders as a result of any findings or violations. Provides written documentation regarding citations. Follows up with Health Department on the resolution of findings, if necessary.
- Coordinates insurance carrier risk management inspections. Reviews reports and generates work orders as a result of any findings. Provides written documentation for responses to insurance carrier.
- Coordinates district building systems inspection and maintenance programs carried out by outside contractors including, but not limited to, electrical, roofing, HVAC, boilers, PA systems, folding partitions, elevators/lifts, alarm systems, fire extinguishers, kitchen hood fire suppression systems, back-flow preventers.
- Coordinates daily repair and maintenance of district’s lock/key systems for all buildings. Houses all keys and maintains proper record keeping and control procedures.
- Responds to calls from custodians, principals and security guards during non-school hours.
- Coordinates the district maintenance materials request program which includes the purchase and inventory of materials, managing ordering systems, and delivery of maintenance materials to the building custodial staff.
- Assigns use of all vehicles and motorized equipment for the department and schedules for all inspections, maintenance and repair. Recommends the replacement of vehicles, trailers, mowing equipment and other motorized maintenance and grounds equipment.
- Works with building principals and District Security Manager to coordinate safety drills.
- Participates on the district project team for all major capital projects including building renovations, classroom additions, and field renovations/additions as a representative of the district’s operations and maintenance program.
- Works with District Security Manager to coordinate the documentation of all theft and break-in reports. Files theft reports and break-in reports immediately with the Superintendent, Business Manager, Director of Facilities and Maintenance and insurance carrier.
- Responds to all building principal requests for operation and maintenance of buildings or grounds improvements or emergencies. Evaluates the cost, priority and necessary action plan for remedy. Generates work orders as appropriate.
- Directs and monitors work order scheduling, accounting and quality assurance. Provides monthly status report on work orders to Director of Facilities and Maintenance.
- Coordinates and schedules snow and ice removal, and inspects facilities to ensure that work meets district standards.
- Responsible for the implementation, training and record-keeping requirements of the Pennsylvania Department of Labor and Industry Worker and Community Right to Know Act.
- Manages the storage, collection and disposal of controlled and regulated wastes including hazardous substances, regulated medical waste, and recyclable materials as required by law.
- Oversees the implementation and documentation of all federal and state environmental regulations including those dealing with asbestos abatement, monitoring, inspection and management; indoor air quality; air pollution, water quality and noise control.
- Checks on the readiness of facilities and equipment necessary for hosting events.
- Maintain all local and state building code inspections and records.
- Perform additional tasks as assigned by the Director of Facilities and Maintenance in support of department and district goals.
QUALIFICATIONS:
- Bachelors in relevant fields highly desired.
- Minimum five years successful experience at supervisory/management level in complex organization, preferably a school district setting, with regulatory compliance responsibilities for health and safety.
- Knowledge of maintenance equipment operation, facilities and planning management.
- Demonstrates skill in leading custodial, grounds and/or maintenance personnel; able to set a standard of excellence, accountability and positive work relationships at all levels of the organization.
- Able to act effectively under emergency situations.
- Available for frequent non-school hours which include twenty-four hours on-call.
- Must be technologically proficient, specifically word processing, spreadsheets and correspondence through email.
- Current Act 34, Act 114 and Act 151 clearances. Satisfactory pre-employment physical and TB test result.
- Valid drivers license from state of residence.

The individual while performing in this position will be required to:
- Use hands to finger, handle or feel objects tools or controls, and to talk, hear, taste and smell;
- Sit, stand, walk, reach with hands and arms; and frequently be required to stoop, kneel and crouch, climb or balance
- Have specific vision abilities, to include close vision, color vision, and the ability to adjust focus;
- Have the ability to lift and/or move up to 50 pounds, some carrying-up to 100 pounds; work environment is outdoors exposed to changing weather conditions and indoors in well-lighted, heated and/or air conditioned office with adequate ventilation; the noise level in the work environment is usually moderate to loud;
- Must be able to function at a high level and must possess the judgment and maturity required for making decisions; and
- May be required to work under stressful conditions when dealing with multiple projects simultaneously.
TERMS OF EMPLOYMENT:
- 12 months, 260 days.
- Salary and benefits in accordance to the formal Administrator’s agreement with the Board of Directors.
