SUMMARY
The purpose of the Quality Analytics (QA) team within the California Department of Public Health (CDPH) is to maintain the integrity of surveillance and epidemiologic data for public health investigation in the State of California. Towards this goal, individuals on the QA team may participate in a diverse array of data science activities in support of the California Reportable Disease Information Exchange (CalREDIE) Branch, including but not limited to: cloud database development and maintenance, routine and ad-hoc data quality report generation, data visualization (Power BI and/or Tableau), and public health data infrastructure monitoring and intervention.
The Laboratory Reporting Analyst position requires the incumbent to have strong programming and/or informatics knowledge to support the success of these efforts. If selected for an interview, candidates will be expected to share excerpts of code to demonstrate proficiency in SQL and either R or Python. The position will interact and collaborate with several multidisciplinary CDPH teams as well as other internal and external partners.
The salary range for this position is $73,000 to $92,000 annually depending on experience/qualifications.
ESSENTIAL FUNCTIONS
- Design workflows and processes for automating data management and quality assurance across multiple data environments.
- Supports development and promotion of database enhancements within an Agile development lifecycle.
- Under the general direction of the QA Unit Supervisor, develop and implement procedures to ensure data integrity, security, and confidentiality of public health data. Understand industry best practices, stakeholder needs, and future directions to ensure CDPH remains in compliance.
- Under the general direction of the QA Unit Supervisor, lead and assist with managing the development of datasets, data visualizations using Power BI or Tableau, dashboard, data access, and reporting applications and written reports.
- Provide data and informatics support as directed to any of CDPH’s program areas.
- Participate in conference calls with key stakeholders at CDPH, local health jurisdictions (LHJs), CDC, and academic partners.
- Perform other duties as directed by CDPH Leadership.

JOB QUALIFICATIONS
- Strong programming and informatics skills (SQL and either R or Python programming language).
- Experience in the Snowflake environment creating data objects, streams, tasks, and/or stored procedures.
- High level analytical and problem-solving skills.
- Demonstrated ability to effectively communicate orally and in writing with public health and IT professionals as well as internal partners.
- Knowledge of security and confidentiality requirements for reportable disease/public health surveillance data and an understanding of how to enact appropriate protections in the Snowflake environment.
- Ability to prioritize and manage multiple tasks and work well independently and with a team.
- Demonstrate reliability, integrity, and attention to detail.
- Fluency in spoken and written English is required.
Education/Experience
- Bachelor’s degree in public health, informatics, computer science or related field, required; master’s degree preferred.
- Significant expertise in SQL, required.
- Hands on development experience in Snowflake, required.
- One year of experience in a public health department and/or infectious disease surveillance, preferred.
