Position Summary

 

This position performs complex and advanced technical and accounting support in the areas of financial analysis and reporting, statistical analysis and benchmarking, forecasting principles and systems and cost accounting. The scope includes financial systems including Oracle EBS (Accounts Payables, Accounts Receivable, Procurement, Tax Module, General Ledger, master data) among others and the related interfaces. The position has integral responsibility for the chart of accounts, data integrity and related internal controls. Position responsibility also includes coordinating the activities of Financial Administration Business Systems Analysts in the area. This position reports to a Senior Financial Management Analyst.

Key Duties & Responsibilities

 

  • Review and analyse financial management and diverse accounting processes and identify opportunities for improvement. Conducts complex analysis as required.
  • Participate in the coordination, preparation and analysis of fiscal management and other accountability and administrative processes, identifying opportunities for improvement.
  • Leads the development and documentation of policies, guidelines and procedures related to accounting, business applications and financial systems for the area in compliance with Public
  • Sector Accounting Standards (PSAS), City of Regina policies, and related legislation and best practices.
  • Conduct policy research and analysis and identifies related trends and issues.
  • Develop various financial models/reporting tools used in decision making such as long-range financial planning, fee reviews, and overhead cost application, cost accounting, service costing and statistical reporting.
  • Develops and recommends financial reports to support externally legislated reporting such as the annual report, public accounts, commodity taxes and statistics.
  • Supervise, plan, organize, and direct the activities of assigned staff, as well as provide effective recruitment, training, evaluating performance, leadership and mentoring for assigned staff.
  • Develop project plans for assigned projects, monitors and reports on project status as required; supports stakeholders with testing/upgrades, process improvements though an understanding of their business processes and the technology
  • Works integrally with Municipal Benchmarking Network (MBN) reporting to provide data, ensure data integrity, and support process improvements/reports within the scope of responsibility.
  • Contribute to team projects and effectively participates as a team member.
  • Develop ad-hoc reports on a corporate and departmental basis.
  • Perform related work as required.

Key Qualifications

 

  • University degree in Accounting with 35 years progressively responsible accounting and financial systems experience (Oracle EBS preferred); accounting designation an asset.
  • Strong knowledge of accounting principles, PSAB/CPA standards, municipal accounting, legislation, internal controls, and corporate financial policies/procedures.
  • Skilled in preparing complex financial analyses and reports, including annual and MBN reporting.
  • Proficient in financial/operating systems, databases, and Microsoft Office (Excel, Word, PowerPoint, Access); ability to learn and train others on new technologies.
  • Knowledge of chart of accounts, data integrity, reporting, and corporate financial systems.
  • Demonstrated problem-solving, analytical, and communication skills; able to interpret and apply policies, standards, and procedures.
  • Ability to work independently or in teams with sound judgment, adaptability, and strong prioritization in demanding environments.
  • Strong interpersonal skills with a customer service focus, professionalism, and commitment to continuous improvement.

  • Must possess a valid Class 5 driver's license & have a vehicle available for work usage (a per kilometre/per day reimbursement is provided).
