FLSA STATUS: Non-Exempt
CLASSIFICATION: Personnel System - Requires satisfactory completion of a six-month probationary period.
PAY GRADE: 121

Purpose of Job
The purpose of this position is to serve as the technical expert and team leader for the Crime & Intelligence Analysis Unit and the Real Time Crime Center (RTCC). The Senior Criminal Intelligence Analyst leads complex analytical projects, develops advanced intelligence products, and provides strategic recommendations to command staff and investigative units. This position oversees quality assurance for all analytical work, serves as the primary trainer and mentor for Analysts I and II, and acts as shift or unit lead in the absence of the Criminal Intelligence Analyst Supervisor. The Senior Analyst also develops and refines analytical methodologies, ensures adherence to legal and professional standards, and represents the unit on high-level intelligence-sharing initiatives with external partners

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Position Duties

Bachelor’s degree in Criminal Justice, Criminology, Public Administration, Data Analytics, or related field with five years of crime or intelligence analysis, data analytics, research, or related experience. At least two of those years must include leading complex analytical projects and/or mentoring lower-level analysts.

Must possess the Crime Intelligence Analysis Certification from the Georgia Peace Officer Standards and Training Council.

Must possess a valid driver’s license.

Must be able to pass a background investigation and maintain clearance to access law enforcement databases (e.g., NCIC/GCIC).

Supervisory experience preferred.

Minimum Qualifications

The following duties are normal for this job.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.
 

    • Lead complex analytical projects and develop advanced tactical, operational, and strategic intelligence products to support investigations, resource deployment, and long-term planning.
    • Serve as the technical subject matter expert for the Crime & Intelligence Analysis Unit and Real Time Crime Center (RTCC), ensuring analytical methodologies meet professional and legal standards.
    • Provide expert witness court testimony on technical, methodological, and procedural matters related to criminal intelligence analysis in support of criminal prosecutions.
    • Conduct quality assurance reviews of all analytical products to ensure accuracy, clarity, and operational relevance.
    • Mentor and train Analysts I and II on advanced crime analysis techniques, intelligence platforms, and best practices.
    • Act as unit or shift lead in the RTCC in the absence of the Criminal Intelligence Analyst Supervisor, prioritizing requests and guiding daily operations.
    • Assist in managing and delegating tasks to other analysts as part of coordinated efforts during major criminal investigations.
    • Collaborate with investigative units, command staff, and external law enforcement partners on high-level intelligence-sharing initiatives and complex investigations.
    • Research, evaluate, and recommend emerging crime analysis technologies and methodologies for potential integration into departmental operations.
    • Develop and deliver analytical briefings and presentations for command staff, partner agencies, and public safety stakeholders.
    • Ensure compliance with all intelligence-gathering guidelines, data-sharing agreements, and privacy protections.
    • Identifies crime patterns, predicts criminal activity, and creates analytical products such as reports, maps, and presentations to guide law enforcement and other agencies. 
    • Gather, analyze, and interpret data from various sources to identify criminal patterns, trends, and correlations to predict future criminal activity.
    • Develop, design, and maintain databases and software applications, including Geographic Information Systems (GIS) for mapping and other specialized tools for data analysis.
    • Make recommendations to investigators and appropriate staff on investigative strategies and tactics, and provide expertise to support crime prevention and mitigation efforts.
    • Conduct research and provide analytical support for investigations, warrants, and major operations.
    • Perform other duties as assigned.
  • Knowledge, Skills and Abilities:
    • Extensive knowledge of crime and intelligence analysis methodologies, criminal investigative processes, and law enforcement operations.
    • In-depth knowledge of statistical and predictive modeling, link analysis, and data visualization techniques.
    • Knowledge of local, state, and federal intelligence-sharing networks, standards, and legal constraints.
    • Knowledge of emerging technologies and best practices in real-time and strategic crime analysis.
    • Knowledge of the principles, practices and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Police Department.
    • Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
    • Skill and expert-level technical proficiency with advanced analytical software, Geographic Information Systems (GIS), link analysis tools, and intelligence platforms.
    • Skill in leadership and mentoring, with the ability to coach and develop junior analysts.
    • Excellent communication skills, capable of delivering professional briefings to senior leadership and diverse audiences.
    • Skill in various software and databases, including GIS, statistical applications, and intelligence analysis tools. 
    • Skill in evaluating information, identifying gaps, and developing innovative solutions for crime problems. 
    • Skill and Expert-level proficiency in crime analysis and intelligence software, Geographic Information Systems (GIS), link analysis, and predictive analytics.
    • Ability to lead the analytical team on complex projects and manage competing priorities in a fast-paced environment.
    • Ability to independently establish analytical priorities and develop methodologies without direct supervision.
    • Ability to foster collaborative relationships with sworn personnel, outside agencies, and intelligence partners at all levels.
    • Ability to evaluate and improve existing analytical processes to increase efficiency and effectiveness.
    • Ability to assess large amounts of data to extract actionable intelligence and identify subtle patterns. 
    • Strong ability to brief executive leadership and external partners with clear, actionable intelligence.
    • Ability to synthesize large amounts of complex data into actionable intelligence and strategic recommendations.
    • Ability to design and implement advanced analytical methodologies and mentor others in their use.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, printer, scanner, calculator, copier, fax, and telephone.  This position requires:  walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions.  Must be able to exert up to twenty pounds of force occasionally, and/or up to ten pounds of force frequently.  Physical demand requirements are at levels of those for light work.
