About the Department

The Minneapolis Park & Recreation Board (MPRB) is seeking a skilled Director to lead and oversee the Citywide Services and Projects Department in utilizing best practices for delivery of comprehensive services and support for the organization.  Position oversees the department's budget and staff members in Citywide Services, Trades, Fleet, Horticulture, and Park Projects & Systems. Work involves overall responsibility for planning, managing, directing, leading, and implementing goals and objectives that support the mission, goals, policies and priorities of the MPRB.

Position Duties

  • Responsible for the overall management of the Citywide Services & Projects Department including citywide equipment services (mowing/plowing/trash/Premier Ballfields), Trades, Fleet, Horticulture, and maintenance projects and systems. 
  • Provide strategic leadership and management of the department and its resources so the functions and activities of the department fully support the business needs of the MPRB and are compatible with the Park Board’s mission and in compliance with all regulatory bodies. 
  • Responsible to plan, coordinate, and direct comprehensive Horticulture processes, planning, implementations, and installations to ensure that the mission, goals, policies, and priorities of the MPRB are incorporated in the provided facilities and services. 
  • Responsible to plan, coordinate, and direct comprehensive Trades services throughout the organization, including carpentry, plumbing, electrician, cement finishing, and painting professionals, to ensure that the mission, goals, policies, and priorities of the MPRB are incorporation in the provided services. 
  • Responsible to plan, coordinate, and direct comprehensive Fleet and Equipment shop for mechanical maintenance, repair, and delivery to ensure that the mission, goals, policies, and priorities of the MPRB are incorporation in the provided services and support. 
  • Responsible to plan, coordinate, and direct comprehensive Project and Systems work unit for data accumulation, tracking, and project implantation and identification processes to ensure that the mission, goals, policies, and priorities of the MPRB are incorporation in the provided programs, data, and services provided. 
  • Responsible to plan, coordinate, and direct comprehensive Citywide operations, including mowing, plowing, trash removal, and Premier Ballfields maintenance to ensure that the mission, goals, policies, and priorities of the MPRB are incorporated into the services and support provided.
  • Responsible for management, administration, and coordination of the five work units to create a cohesive team and ensure standardization in the repair, preventative maintenance and ongoing operation of all parks and park assets meeting all federal, state and local regulations across the Citywide Services & Projects Department
  • Work closely with staff to increase efficiencies in service delivery and to ensure the highest service level possible for MPRB patrons and employees. Develop organizational strategies, projects, and initiatives based on multiple sources of data and information for the Citywide Services & Projects Department.
  • Manage the implementation and oversight of the MPRB’s enterprise asset management and work order system within Environmental Stewardship.
  • Prepare and administer the department’s annual budget, which includes performance goals, expenses, and revenues; perform cost control activities; monitor revenue and expenditures to assure sound fiscal control; assure effective and efficient use of budgeted funds, personnel, and materials; review and analyze financial statements to ensure maximum efficiency of operation; adapt plans as necessary to meet long term goals.
  • Responsible for overall coordination of work units regarding rehabilitation projects.  Direct and oversee site building infrastructure, including development and implementation of maintenance, life cycle replacement plans, and sustainability plans related to park amenities and park infrastructure.

  • Hire, supervise, train, evaluate, develop, and discipline subordinates; assign work, answer questions, provide direction on projects, and oversee records/archives.
  • Provide leadership with a high degree of competence and sound judgment to ensure maintenance and operations of park amenities and park infrastructure fully support the current and future needs of the MPRB.
  • Keep Assistant Superintendent for Environmental Stewardship promptly informed of matters as they relate to department and MPRB.
 

Minimum Qualifications

Need to Have:

  • Bachelor's degree from an accredited college or university in architecture, landscape architecture, engineering, construction management, planning, business administration, or closely related field. Master’s degree preferred
  • Work experience in project management involving the planning, design and/or construction of major public or private projects: at least seven (7) years 
  • Experience in leadership, management, and administration: at least six (6) years
  • Experience supervising others: at least six (6) years
  • Experience supervising unionized employees: at least three (3) years
  • Experience supervising Trades employees: at least three (3) years
  • Valid driver’s license and safe driving record
  • An equivalent combination of education and experience that is relevant to the essential duties may be considered

  • Contemporary principles and best practices of construction practices and design including equipment, materials and methods involved in the construction or repair of infrastructure.

  • Computers and software applications used in business settings and planning work
  • Fiscal and budget processes.
  • Computers and software applications used in similar project management work including, but not limited to, word processing, spreadsheets, presentations, GIS, CAD, Enterprise Asset Management System software
  • Contemporary principles and best practices of personnel management and supervision with a diverse workforce, including unionized workforce.
  • Plan, organize, coordinate, direct and manage multi-disciplinary work efforts.
  • Read, understand and interpret union collective bargaining agreements.
  • Interact with MPRB management, elected officials and representatives of outside agencies.
  • Thoughtfully organize and creatively administer the Citywide Maintenance Operations department and activities, with excellent attention to detail.
  • Understand, correctly interpret, and effectively utilize and communicate with others a variety of reports and records.
  • Critically analyze operations, collaboratively design and institute improvements without disruption of existing operations.
  • Thoroughly evaluate project alternatives and make recommendations for improvements in business practices and service delivery.
  • Provide comprehensive support to ensure the successful and effective performance of staff.  
  • Effectively write contracts, policy recommendations, requests for proposals, bids for services and grants.

  • Work is conducted primarily in an office setting; position involves traveling to and from various sites, checking in on staff and park operations and frequent attendance at meetings including many that may be conducted during the evening or on weekends, and irregular hours as necessary to meet deadlines and achieve objectives. 70% in office, 30% in the field.
