About the Department

The City of Jefferson is currently seeking an experienced arborist to be our next Park Resources Supervisor for our Parks and Recreation Department. The City Arborist is responsible for the planning, management, preservation, and enhancement of the city’s urban forest. This position oversees tree care operations, enforces municipal tree ordinances, advises city officials on tree-related matters, and works with the public to promote responsible tree planting and maintenance. The City Arborist ensures the health, safety, and sustainability of trees on public property, while fostering community engagement and environmental stewardship

Position Duties

Hires, trains and supervises full-time, part-time and seasonal employees; schedules and assigns employees to work areas; conducts performance evaluations and sets goals ensuring maintenance and repair for the park system is done timely and according to guidelines.
  
 Maintains accurate records of daily work, payroll, accident reports and prepares accurate and timely monthly operation reports.
  
Trains employees in proper safety practices; reviews safety procedures and recommends changes ensuring a safe working environment in accordance with safety guidelines and procedures.
 
Operates and maintains forestry related equipment such as chainsaws, chipper, bucket truck, grapple truck, skid loader, mini excavator, truck and trailer, etc.
 
Schedules, supervises and participates in the removal, inspection, replacement, planting, fertilization, pruning and pest control of all park trees.

Inspects trees and shrubs for disease, insects and structural defects. Recommends treatment, pruning and removal of public trees when necessary.
Assesses and evaluates condition of trees and writes tree evaluation reports.

Maintains and updates tree inventory using databases, GIS, and GPS equipment.

Responds to inquiries from city residents concerning street trees and other forestry responsibilities.

Enforces forestry ordinances and recommends amendments to city forestry ordinances as necessary.

Plans and conducts community outreach and awareness including workshops on forestry and horticulture subjects.

Researches, develops and administers grants for all city-wide arboricultural initiatives.

Drafts reports, prepares contract specifications, solicits bids and monitors contract work in the field.

Prepares budget requests for forestry programs and oversees the requisition and purchasing of materials.

Assists other Parks and Recreation staff when necessary to complete projects, special events, implementation of Parks Master Plan and snow removal.
 

Minimum Qualifications

Physical: Ability to work outdoors in various weather conditions; lift up to 100 pounds; and respond to emergencies during evenings, weekends, or holidays.

Mental: Ability to read and interpret plans, maps, and ordinances; apply thorough knowledge of tree biology, identification, diseases, pests, and structural assessment; understand and follow ANSI A300 tree care standards and Z133 safety standards; demonstrate proficiency in GIS mapping, tree inventory software, and Microsoft Office Suite; and communicate effectively through strong written and verbal skills.

Requires an accredited bachelor’s degree in Arboriculture, Forestry, Horticulture, Environmental Science, or a related field and at least three years of experience in urban forestry, arboriculture, or a related field, or an equivalent combination of education, training, and experience.

Requires ISA Certified Arborist (International Society of Arboriculture) certification at the time of hire or the ability to obtain within six months of employment and maintain throughout employment. A Missouri Class A CDL is preferred, or the ability to obtain within six months of employment.

Other Qualifications

Our ideal candidate will have experience managing municipal forestry programs, knowledge of native tree species for the region and ISA Tree Risk Assessment Qualification (TRAQ)
