The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

 

Through effective planning, purchasing and oversight, DCH provides access to affordable, quality health care to millions of Georgians, including some of the state's most vulnerable and under-served populations. Six enterprise offices support the work of the agency’s three program divisions. DCH employees are based in Atlanta, Cordele and across the state.

DCH is currently seeking qualified applicants for the position of Healthcare Analytics Executive Director over the Office of Analytics and Program Improvement (OAPI). The Healthcare Analytics Director is responsible for driving anticipatory insights into operations, health trends, health policy, managed care performance, program outcomes and integrity that will support and aid DCH in making business decisions regarding health policy. The Healthcare Analytics Executive Director also provides strategic leadership to the IT department as a member of the IT department's Leadership Team (LT). The Office of Analytics and Program Improvement (OAPI) is the source for DCH-related healthcare analytics program improvement initiatives across the agency.

Position Duties

Monitor industry best practices and advises on emerging data technologies that are most relevant to the agency's goals and evolving needs

  • Fulfill the agency's mission by providing resources, products, and services that departments, staff, partners, and citizens depend upon for their business needs
  • Participate in strategic planning and budgeting of the business unit and implementation of goals and objectives 
  • Manage compliance with rules, regulations, and policies 
  • Identify analytics capabilities across DCH for operational streamlining, efficient use of resources and standardization of data analysis and reporting methodologies 
  • Oversee process for DCH data collection, and coordinate with business unit owners to determine areas where additional data collection is necessary 
  • Oversee the development of systems and tools to centrally manage and analyze data and enhance business intelligence reporting 
  • Oversee the proactive development of analytics insights, in coordination with business owners, that inform DCH’s work and improve the quality and cost effectiveness of service delivered 
  • Support the translation of analytics insights into recommendations for Executive Leadership and business owners 
  • Demonstrate high level of experience and knowledge concerning the protection, use, and disclosure of protected and personal health information in accordance with HIPAA and other applicable state and federal rules and regulations 
  • Drive intra-departmental coordination in data analysis, business intelligence, and reporting 
  • Establish and evaluate analytics and data standards, policies, governance and standardized business processes around data requests and workflow procedures 
  • Oversee the development of the analytics work-plan and strategic business plans supporting program development and grant preparation 
  • Prioritize and respond to internal and external data and reporting requests 
  • Interviews, hires, directs, trains, and evaluates the performance of employees
  • Perform related duties as assigned

Minimum Qualifications

Bachelor’s degree from a nationally accredited college or university in a relevant field of study, six (6) years’ professional related experience and five (5) years' experience in the management of professional level staff Or associate’s degree/vocational certificate and fifteen years' experience in management professional level staff; may substitute experience for education on a year-for-year basis

  • Analyze, appraise, and organize facts and present such materials in clear and logical form for oral and written presentation
  • Maintain confidentiality


Preferred Qualifications (Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills /experience)

License/Certification:

  • ITIL Foundations certification and/or training
  • Agile Project Management certification and/or training

  • Analyze, design, develop, implement, and maintain training procedures and practices
