About the Department

Characteristics of the Class: Under general direction, plans, organizes, manages, and provides administrative direction and oversight for the community engagement, outreach, and activities in the Community Affairs Department. The incumbent in this position will coordinate the communication engagement activities of the department with those of other departments and outside agencies.

Position Duties

  • Develops and manages a community engagement program that informs residents and stakeholders of local issues and activities; project a positive public image of the agency, promote community involvement and awareness of HACLA activities, and improve community access to HACLA services.
  • Collaborates and closely works with internal and external partners and contractors on the planning, developing, and operationalizing of the work efforts designated as outreach and community engagement.
  • Works in partnership with community leaders, businesses, and neighborhood associations to promote and align HACLA’s mission.
  • Conducts research and comparative studies including public opinion surveys, market trend analysis, research analysis, and evaluations, and/or monitor vendors for this purpose, to aid in the preparation, implementation, and assessment of public information strategies and tactics.
  • Serves as a primary point of contact for community members, including both business and neighborhood leaders.
  • Supervises and coordinates the work of support staff in assigned functions.
  • As assigned, oversees the administration, planning, execution, and evaluation of grant funded programs within the department.
  • Promote the community and department organization to others to sustain and strengthen the sense of community identity.
  • Identifies emerging methods, technologies, and trends related to open communication, community engagement, and public input.
  • Attends and participates in community outreach events and meetings on behalf of the department.
  • Performs other related duties as directed or required.

Minimum Qualifications

Knowledge, Abilities, and Skills
Knowledge of: 

  • Working knowledge of HUD funded housing programs, including Project Based Vouchers (PBV), Rental Assistance Demonstration (RAD), Choice Neighborhoods initiative (CNI), Low Income Housing Tax Credits, extensive knowledge of public housing redevelopment tenants’ rights and protections. 
  • Knowledge of HUD Resident Advisory Council guidelines and regulations, resident leadership development. 
  • Principles, practices, methods, and techniques of public/community engagement, media relations, and program management.
  • Principles and practices of public administration and local, state, and federal government services, policies, and procedures.
  • Best practices in government and community engagement practices, including cutting edge principles of interactive strategies and technologies and how to translate practices into innovative and effective solutions.
  • Methods and techniques for building relationships and trust with people from diverse cultural backgrounds. 
Ability to:
  • Advance collaboration and break down barriers within an organization and among community members.
  • Deal effectively with community and neighborhood organizations.  
  • Formulate and accomplish strategic community awareness and engagement goals and objectives.
Skills:
  • Community meeting organization and facilitation
  • Community outreach and engagement

Minimum Qualifications:
Graduation from an accredited college or university with a Degree in Communications, Public Relations, or a closely related field -AND- five (5) years’ experience in public outreach, economic development, or community engagement, including two (2) years of supervision -OR- any equivalent combination of education and experience.

Special Requirements:  Must possess a valid California Class "C" Driver's License.
