Job Description
Responsible for managing requests for transmission service on the Avista Open Access Same-time Information System (OASIS) consistent with federal tariff requirements and business practices. Perform pre-scheduling duties for all transactions that use the Avista transmission system and for net interchange with other utilities, consistent with WECC business practices and federal reliability standards. Responsible for all aspects of OASIS administration.
- Ensure accurate and compliant posting of transmission paths, capacity, and related services on OASIS, in alignment with federal tariffs, NAESB standards, and industry best practices. Monitor regulatory changes and implement necessary updates and revisions to meet applicable NERC, WECC, FERC, and NAESB requirements.
- Process transmission service requests on OASIS and perform administrative functions related to transmission reservation, scheduling activities, electronic tag management, curtailments, and regional interchange tools, in accordance with applicable tariffs and standards. This also includes ATC calculations, transmission path construction and OASIS informational posting structures.
- Coordinate and confirm daily net interchange with adjacent systems and provide troubleshooting support for interchange transactions in real-time and post-event.
- Prepare monthly and annual transmission transaction summaries and compliance reports with applicable auditing practices, NERC reliability standards, state and federal regulatory practices and policies, and other applicable industry requirements, supporting internal accounting and regulatory documentation requirements.
- Serve as Company representative in various regional and sub-regional transmission forums and committees
- Provide training to Company system operations personnel in the use of OASIS products and tools and related WECC business practices, NAESB standards, and NERC standards.
- Act as subject matter expert and primary liaison for OASIS and scheduling tools, overseeing vendor coordination, training, evaluation and implementation of software updates and enhancements, and research of best industry practices with respect to OASIS to improve accuracy and efficiency. Current OATI tools include webSmartTag, webSmartOASIS, webScheduler, Curtailment Manager, WIT, EIR, webSupport, as well as others not listed.
- AA degree or two or more years’ experience in an electric utility, power or transmission system operations, or transmission operations accounting
- Good math, verbal communication and writing skills
- Proficiency with personal computers, including Word and Excel applications, and the ability to learn and apply new computer applications
Hiring Range: $74,611 to $96,621
- A bachelor’s degree in a business or related discipline or equivalent experience of 4+ years transmission system operations or transmission operations accounting in an electric utility
- Considerable knowledge of the theory and practices of the subject area
- Ability to work independently with little to no supervision
Hiring Range: $84,939 to $110,421
Other combinations of education and experience may be considered.

In compliance with state laws, we provide the full salary range for each position, along with the typical hiring range based on qualifications, experience, and internal equity.
