MAJOR FUNCTION
Supervises and leads permitting, development review and contractor licensing staff. Responsible for hiring, training, coaching of permitting development review and contractor licensing staff. Assist staff with complex or difficult permit applications or permit-related tasks.
Performs other related duties as required.
ILLUSTRATIVE DUTIES:
Trains permitting personnel to perform permitting tasks, use permitting software and utilize other resources needed for permitting.
Develop and maintain training materials and standard operating procedures.
Provides guidance on unusual or complex permit applications and inquiries.
Responsible for employee selection, performance evaluations, disciplinary actions and related personnel administrative duties.
Coordinates with other functions of the Building Division, such as Plans Examiners, Inspectors, and the Building Official.
Coordinates with other County divisions, as well as other local and state regulatory agencies to ensure permitting and land use requirements comply. Examples include, but are not limited to, the Land Development Division, Polk County Utilities, Polk County Property Appraiser, and the Florida Depai1ment of Health.
Effectively uses verbal and written communication to ensure our internal and external customers are informed and inquiries are promptly addressed. Ensures that permits are issued in a timely, consistent, and professional manner. Works with the Customer Services Supervisor to investigate and resolve customer complaints.
Participates in the implementation and maintenance of software used in the permitting process to ensure that the permitting process is customer-centric and efficient, as well as functional and beneficial to staff.
Performs expedited or extraordinary permitting tasks prior to, during, and after emergencies, such as natural disasters, in accordance with County policies and procedures.
KNOWLEDGE, ABILITIES AND SKILLS:
Knowledge of business English, punctuation, and spelling.
Knowledge of general office practices and procedures and record keeping methods.
Knowledge of or ability to learn specialized software related to electronic permitting and plans review.
The ability to utilize GIS Data viewer, Polk County Utilities GIS, Current permitting software, current plans review software, and other software and websites as needed to accept, review, and process building permit applications.
The ability to create and maintain standard operating procedures and training manuals or material.
The ability to communicate effectively both verbally and in writing with external and internal customers.
The ability to read and interpret legal descriptions and recognize basic components of building plans, site plans, aerial photographs, and future land use maps.
Ability to review and evaluate permit applications for compliance with land development regulations, and county, state and Federal construction permitting requirements.
Ability to perform basic mathematical tasks including calculation of fees.
Ability to perform in stressful situations and multitask in a busy office environment.
The ability to work independently and exercise judgment in evaluating situations and making decisions.
The ability to see, write, and perform data entry keying efforts.
The ability to establish and maintain an effective working relationship with internal and external customers.
The ability to maintain and model high standards of professional conduct. Ability to plan, assign, evaluate, and direct work of others.
MINIMUM QUALIFICATIONS:
Graduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of five (5) years’ experience as a Permit Technician or related position and two (2) years of supervisory and/or training experience.
Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.
A comparable amount of related training and experience may be substituted for the minimum qualifications.
SPECIAL PREFERENCES:
International Code Council (ICC) Permit Technician Certification

SPECIAL REQUIREMENTS:
All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
