DEPARTMENT: Health & Human Services (HHS) - OTP Clinic
LOCATION: Vancouver, WA (on-site)
REPORTS TO: Clinic Director
FLSA STATUS: Exempt, fulltime
SALARY RANGE: $121,472.00 - $151,944.00 per year

Position Summary:

Achieves the Clinic�s goals and objectives by overseeing and facilitating positive client, patient, and staff experiences across the organization(s) and through all clinic connections including within the clinic, at outreach events, within the Cowlitz Indian Tribe (CIT), throughout marketing initiatives, and in clinic development. Works across teams to oversee Community Outreach and ensure operational optimization across all departments. Adheres to HIPAA and confidentiality requirements. Honors and represents the mission, vision, values of CIT and of the HHS department.

Essential Duties & Responsibilities:

  • Collaborates with the Clinic Director to strategize and outline quarterly operational improvement plans.
  • Coordinates with clinic staff to assess patient experience throughout the patient �lifecycle�.
  • Identifies and improves full patient experience, including increasing community awareness, ensuring positive intake interactions, and enhancing long term success.
  • Leads planning and implementation of feedback programs for patients, partners, and staff.
  • Oversees and manages the mobile OTP team and activities.
  • Stays abreast of all CIT / clinic / staff interactions / issues.
  • Analyzes and implements efficiency plans.
  • Collaborates with People Operations to lead team building and staff development.
  • Utilizes data to analyze outcomes and propose actionable improvement plans (patient retention, staff retention, job satisfaction, etc.).
  • Executes on Tribal Partner experience plans developed with clinic leadership and approved by the board.
  • Collaborates with Clinic Director, Medical Director, CIT and Communications Director on Clinic Outreach strategy; develops methods to track impact and efficacy.
  • Collaborates with CIT to investigate ideal locations for new OTP clinic(s); coordinates and leads planning and project management; and participates in all aspect of the clinic development process.
  • Owns existing and potential CIT presentations / content / decks in collaboration with Clinic and Medical Directors.
  • Partners with Human Resource staff to surprise and delight staff, patients, and partners with creative engagements.
  • Develops and schedules events, activations, and initiatives at the Clinic.
  • Executes consistently on monthly / quarterly KPI�s developed with clinic leadership
  • Manages professional and support staff; provides coaching, counseling, training and feedback to employees; assigns, reviews, and delegates work and job responsibilities to designated staff.
  • Hires, evaluates, disciplines and develops professional and support staff.
  • Prepares and presents reports on the status, activities and plans for current and future operations; keeps leadership and other departments informed of status of activities by attending meetings and submitting reports.
  • Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
  • Adapts to changes in safety protocols and procedures.
  • Contributes to a team effort and accomplishes related results as required.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of traditional form of government and tribal customs and traditions.
  • Knowledge of principles, practices, and procedures in providing comprehensive outreach and staff/patient experience in clinic environments.
  • Knowledge and an understanding of the diversity of the local American Indian population.
  • Knowledge and familiarity with the mandatory reporting requirements under the Indian Child Protection Act, with regards to suspected incidence of child abuse or child neglect.
  • Skill in supervising, training and evaluating assigned staff.
  • Skill in operating various word-processing, spreadsheets, database software programs in a Windows environment.
  • Skill in preparing, reviewing, and analyzing operational and financial reports.
  • Ability to work various schedules and extended hours.
  • Ability to work both independently and in a team environment.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.
  • Ability to maintain confidentiality.
  • Ability to create and present effective speeches and presentations.
  • Ability to analyze situations and adopt appropriate courses of action.

Minimum Qualifications:

  • Bachelor's Degree in Healthcare Administration, Public Health, Business or Public Administration, Social Work, or related field.
  • Seven (7) years of progressively responsible experience in health care operations, administration, or program management.
  • Three (3) years of supervisory experience.
  • A combination of relevant education and experience may be considered.
  • Valid driver�s license is required when driving vehicles for work-related purposes.
  • Must be able to successfully pass a background screening / investigation according to the established requirements below.

Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CIT�s established safety policies regarding vaccine requirements and personal protective equipment (PPE).

Background Investigation Requirements:

  • Pre-employment drug screen.
  • Reference checks, education and employment verification.
  • Federal, state, and/or tribal criminal history and sanction checks.

Physical Demands:

While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; and talk or hear. The employee occasionally is required to stand; walk; and reach with hands and arms. The employee is occasionally required to lift up to 20 pounds. Specific vision abilities required by this job include close vision and clarity of vision at long distance.

Work Environment:

Work is performed in a clinic/office environment. Employee may be exposed to unpleasant odors, bodily fluids, and infectious disease and frequent exposure to dust, fumes, airborne particles and/or allergens. Situations occur where PPE (personal protective equipment) is needed. Work may involve working with hostile, violent or offensive individuals. Overnight travel, weekend, and/or evening work is occasionally required. Tight time constraints and multiple demands are common.
