DUTIES AND RESPONSIBILITIES:

Responsible for supervising the Office of Planning, Budget & Personnel and all related operational functions including Planning, Human Resources and Budgeting, Labor Relations, Payroll/Personnel, Accounts Payable and Grants Administration. Specific duties include but are not limited to the following:

  • Direct human resource functions of the department, manage all aspects of hiring, recruitment, new employee orientation and staff development, coordinate the screening and hiring process of police officers and professional staff.
  • In consultation with City Human Resources Department staff, coordinate labor relations activities with command staff, unions and employees, including grievances, disciplinary hearings, and arbitrations.
  • Represent the department in collective bargaining with employee unions including superior officers, patrol officers, traffic supervisors and teamsters clerical unit.
  • Coordinate departmental response to civil service processes such as promotions, hiring and notification of status changes.
  • Implement and administer City and departmental personnel policies and procedures.
  • Support the department accreditation process Review all existing standards to meet certification and accreditation.
  • Supervise all fiscal functions of the department including revenue, budget, purchasing and payroll.
  • Coordinate development and preparation of departmental annual operating and capital budgets, responsible for ongoing budget analysis and evaluation and supervision of requisition, purchasing and accounts payable systems.
  • Maintain departmental financial records, departmental personnel records and union files.
  • Oversee program planning, implementation and evaluation, including short and long range operational planning and procedures.
  • Develop data gathering and analysis techniques useful in assessing need for improvements, performing statistical studies relating to the allocation and operation of departmental staff and resources.
  • Assume responsibility for administration of grant awards for community policing, domestic violence and similar program grants.
  • Oversee implementation /operation of departmental records management system and all information technology within the department.
  • Provide training to managers and employees as required.
  • Manage special projects and perform related duties as required.

MINIMUM REQUIREMENTS: 

  • BS in law enforcement, finance, public administration, business, human resources or a related field, or equivalent combination of education and experience required. Masters in Public Administration, Business Management or other related degree or Juris Doctorate strongly preferred. 
  • Experience supervising technical, administrative and clerical staff. 
  • Prior experience preparing and administering municipal budgets strongly preferred. 
  • Demonstrated experience planning, directing and administering personnel/payroll programs and systems. 
  • Five years' experience in Human Resources, Planning or Fiscal operations. 
  • Demonstrated leadership qualities and interpersonal skills necessary to work effectively and collaboratively with diverse groups, including leadership team and staff, community and higher education partners, and City leaders. 
  • Demonstrated experience facilitating meetings Strong organizational skills. 
  • Excellent verbal and written communication skills. Excellent technological skills to create efficient systems for communication. 
  • Experience in resource development and grant-writing. 
  • Knowledge of Cambridge community is an asset.

 

KNOWLEDGE, SKILLS AND ABILITIES: 

  • Considerable knowledge of personnel practices and procedures, labor relations, budgeting, payroll and planning, preferably in a law enforcement setting. 
  • Specific knowledge of Massachusetts' competitive bidding, collective bargaining and civil service laws preferred. 
  • Knowledge of planning principals and techniques, including data collection and analysis. 
  • Knowledge and skill in using word processing, spreadsheet and database programs. 
  • Knowledge of PeopleSoft HR and Financial system software particularly valued. 
  • Ability to prepare and analyze comprehensive reports; carry out assigned projects to their completion; establish and maintain effective working relationships with employees, city officials, labor unions and the general public; supervise effectively; and communicate effectively orally and in writing. 
  • Strong organizational, analytical and planning skills required.

 

PHYSICAL DEMANDS: Ability to access, input and retrieve information from a computer. Ability to answer phones and maintain multiple files and be able to lift a minimum of at least 10 pounds. Ability to travel offsite to meetings

WORK ENVIRONMENT: Standard office environment. Fluorescent lighting, carpeted floors and air conditioning. Moderate noise level. This position may be eligible for hybrid work under the City's Telework Policy, depending on operational needs.
