About the Department
The IT Systems Analyst (GRS) position will be part of the newly created Governance Risk and Strategy (GRS) Team. The Team’s goal is to be a proactive strategic enabler to improve the productivity, capabilities, and security of City of Alameda departments. It does this by using customer outreach to understand and analyze business processes. The GRS Team then works with departments to deploy proactive IT solutions such as:
- Utilizing the full capabilities of the Microsoft 365 ecosystem including SharePoint, Teams, and the Power Platform.
- Utilizing AI to enhance productivity.
- SaaS product optimization and integration.
The ideal candidate will be responsible for continuing the alignment and building out of the Microsoft 365 ecosystem of products for the City, including SharePoint, OneDrive, Teams, and the Power Platform products. The candidate to fill this position will be a fast learner and will possess a broad range of knowledge including HTML, JavaScript, API integration, and project management principles and practices. Knowledge of AI systems is a plus. The candidate will also research and evaluate the capabilities of potential new software systems, including AI systems, develop software-based solutions to streamline business processes and develop training programs to train staff on new software systems or processes. In addition, the candidate will have the ability to translate user needs into detailed requirements and interpret and explain technical policies and procedures associated with the about systems.

- Four-day, 36-hour work week (Monday through Thursday)
- CalPERS Retirement: Classic Members: 2% at 55 formula, 8.868% contribution; New Members 2% @ 62 formula, 8.25% contribution.

Position Duties
Under general supervision, performs analytical duties in the development, operation, administration, and support of the City's information systems; manages projects related to maintaining and enhancing systems; tests and supports a variety of specialized computer software, components and devices; establishes, monitors and maintains integrated data networks and analyzes overall system performance; consults with city departments to identify technology needs and evaluates software requirements; provides technical support and assistance to end users; and performs other related work as required.
Work in the class is distinguished from that of lower level technical classes by the level of professional responsibility assumed and the complexity of duties assigned. Employees at this level are required to be fully trained in all functional assigned area/s of responsibility.

- Performs a variety of analytical duties in the development, operation, administration, and support of the City's information systems; tests and supports a variety of specialized system software, components and devices.
- Participates in the evaluation and testing of new and enhanced applications; installs or upgrades software applications; troubleshoots and rectifies software related problems; coordinates and documents testing for new or revised software applications; deploys new applications in assigned areas.
- Investigates, analyzes, and resolves computer related problems; resolves compatibility problems; troubleshoots system software, hardware and communication problems; recommends and implements changes and improvements.
- Serves as liaison with system software suppliers and vendors; initiates request for proposal documents for the selection of professional service contracts; monitors contracted services for quality and compliance with City standards.
- Serves as focal program management point on a variety of projects; evaluates operational requirements; researches and develops information systems solutions; develops budgets; monitors project performance and compliance with applicable specifications; ensures quality and timeliness of work performed.
- Maintains system security and integrity; monitors security of all systems and applications; identifies unauthorized access and potential security risks; makes recommendations on security enhancements.
- Researches and evaluates the capabilities of potential new software systems, including AI systems.
- Develops software-based solutions to streamline business processes.
- Develops training programs to train staff on new software systems or processes.
- Performs technical writing duties in the development, production and maintenance of system documentation, instructional materials and procedural manuals, reviews software technical specifications.
- Confers with staff from various divisions and outside agencies to facilitate upgrades as well as solve program, system, operational, and procedures problems; analyzes problems and recommends corrective action; designs, develops and implements solutions; coordinates system activities.
- Provides technical assistance in the development of policies and procedures related to system availability, security and related services; maintains operational practices to support policies and procedures.
- Contacts vendors for components, technical reference and/or services required for system maintenance and enhancement projects.
- Troubleshoots problems as they arise on a 24/7 basis.
- Assists other information systems staff as necessary.
- May supervise, train and evaluate assigned staff.

Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee's ability to get to/from various work locations in a timely manner, is necessary to perform the essential functions of the position.
Selection Process: The examination process may include an application and supplemental questionnaire evaluation, a written exam, a performance exam, and/or an oral interview. The examination process may test for, but is not limited to, the essential knowledge and abilities listed in the job specification and announcement and will be designed to provide a comprehensive review of each candidate's technical knowledge and overall suitability for the position. Qualified applicants will be notified of the exact date, time, and location of examinations approximately two weeks in advance. Candidates passing all components of the examination process will be placed on an Eligible List. A list of names is certified to the department(s) having vacancies based on the type of examination conducted pursuant to the provision of the City's Civil Service Rules. Final selection will be made from the Eligible List by the Department Head subject to approval by the City Manager. The Department Head may utilize additional selection procedures to make a final hiring decision. Placement on an Eligible List does not guarantee employment. The selection process may be evaluated and revised based on the number of qualified applicants.
