About Us:
The City of Glendale's Transportation Department works to ensure safe and efficient travel for the people of Glendale.

The Role:
Under the direction of the Traffic Signal Supervisor (TSS), the Lead Traffic Signal Technician leads and participates in the field activities of technicians who install, maintain, and repair traffic signals and related components. Provides guidance and technical assistance to field staff.

The ideal candidate for the role will have College-level coursework in electricity, electronics, or construction and 3 years experience in traffic signal maintenance, installation, and repair. One year of supervisory or lead experience is preferred. IMSA Traffic Signal Level II and Inspector certifications upon hire.

Salary and Hiring Bonus:
This position is a Grade 318 with an annual salary between $63,107 - $94,662

Sick Leave:
Regular status position’s offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
  • Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours per year).

Position Duties

  1. Engages in the testing, diagnosis, and repair of traffic signal equipment to ensure proper functioning Understands and interprets signal plan sets, schematic drawings, and layouts to support construction, operation, and maintenance activities.
  2. Plans, leads, and participates in the field activities of the traffic signal section in the construction, preventive maintenance, and operations.
  3. Provides input, guidance, and training to staff relating to the annual signal preventative maintenance program, work methods, safety policies, and procedures.
  4. Estimates labor and material costs from signal design plans and other work plans.   Performs on-the-job training to enhance staff understanding of traffic signal equipment.
  5. Reviews design plans submitted by internal and external sources to ensure compliance with standard operating procedures, federal, state, and city regulations.
  6. Inspects, monitors, and evaluates work-related information and equipment to ensure adherence to safety standards, regulations, and operational guidelines.
  7. Uses various office equipment to prepare schedules, logs, and reports; Inputs data into a computers to maintain inventory and manage operations.
  8. Performs physical inventories of traffic signal equipment and hardware, monitors inventory levels and recommends ordering materials to meet operational  needs.
  9. Supports the implementation and adherence to signal section policies, as well as short- and long-term objectives.
  10. Operates city vehicles.
  11. Performs other duties as assigned.

Minimum Qualifications

College-level coursework in electricity, electronics, or construction and 3 years experience in traffic signal maintenance, installation, and repair. One year of supervisory or lead experience is preferred. IMSA Traffic Signal Level II and Inspector certifications upon hire.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.  

Knowledge of:

  • The Manual on Uniform Traffic Control Devices (MUTCD)
  • The possible defects and faults in electrical wiring and signal control equipment and of effective corrective measures
  • Tools, equipment, and general practices of signal construction
  • Hazards and precautionary methods associated with electrical work
  • Principles and practices involved in the installation, maintenance, and repair of traffic signals; and conduct site review work in progress and review the work with Traffic Signal Technicians or with the employees of private contractors

Skill in:
  • The operation of various types of traffic signal construction and maintenance equipment such as multimeters, oscilloscopes, miscellaneous power tools, laptops, microprocessor-based systems, vehicle preemption systems, and vehicle detection system software applications

Ability to:
  • Plan, organize, and/or lead the activities of the traffic signal staff
  •  Plan and schedule work projects and the personnel, equipment, and material needed
  •  Determine when staff can be assigned to a project by considering project priority, blue-stake status, projected start and completion dates, and staff availability
  • Interpret electrical plans, electronic schematics, and diagrams for the installation and maintenance of traffic signal systems
  • Develop working procedures for trained technical personnel
  • Monitor inventory levels and recommend the ordering of materials and equipment to meet anticipated needs
  • Maintain complete and accurate records and prepare reports
  • Establish and maintain effective work relationships with management, private contractors, city officials, and the general public
  • Operate city vehicles

Special Requirements
  • Valid AZ Driver’s License.
  • Occasionally work night shifts(non-standby).
  • Perform standby duties during nights and weekends as required.
  • Hold IMSA Traffic Signal Level II and Inspector certifications.
  • Obtain ATSSA Traffic Control Supervisor certification within 1 year of hire date.
  • IMSA Roadway Lighting certification is highly desirable.
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.

Other Qualifications

Enters, exits, and operates city vehicles. Requires frequent heavy lifting of up to 75 pounds and pulling of cable, working from heights, working near high voltage, working in and adjacent to high tra?c areas. Risks can be substantially reduced by safety precautions.
