Noblis is helping the Federal Aviation Administration (FAA) manage large and complex telecommunications and information management programs that use state of the art technologies to manage enterprise infrastructure services essential to the safe and efficient operation of the largest, safest, and most complex aviation system in the world. Specific responsibilities include:
- Working closely with FAA Telecommunications Integrated Services (TIS) management to define opportunities and plans to pursue them.
- Performing as a trusted strategic advisor to TIS management.
- Coordinating across the TIS organization to integrate solutions across teams and ensure impacted user and other stakeholder engagement and buy-in.
- Planning and implementing a transition to agile project management to deliver improvements quickly and at regular intervals.
You will utilize expertise in project management methodologies, tools, and techniques to coordinate resources, manage risks, and achieve project objectives. You will facilitate communication and collaboration among project team members, stakeholders, and other stakeholders to ensure alignment and transparency throughout the project lifecycle. Your expertise in areas such as stakeholder management, risk assessment, and conflict resolution enables organizations to deliver projects successfully, meet client expectations, and drive business outcomes.
You serve as a primary contact for customers on assigned projects, leveraging knowledge of customer operations and business. Operate under general direction and apply seasoned judgment independently.
Required Qualifications:
- Bachelors Degree and 10+ years of professional experience in project and program management with a focus on agile methodologies.
- 5+ years of professional experience in federal acquisitions with a focus on investment analysis.
- Expert knowledge and certifications in project management, including SCRUM and SAFe.
- Ability to lead without explicit authority.
- Ability to obtain a Public Trust Clearance.
- U.S. citizen or green card permanent resident (3+ years U.S residency required).
- PMI Project Management Professional certification
- Federal Aviation Administration experience, particularly in the FAA’s Program Management Office (PMO).
- Expert knowledge of FAA Acquisition Management System.
- Expertise in data collection, analysis and visualization related to process improvement, decision making and tracking performance against objectives.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
