Position Duties
Purpose of Position
Under occasional supervision, performs the installation, maintenance, and repair of various potable water, sanitary, and storm sewer lines, appurtenances, and pumping and lift stations within the City of Clinton's service district. Operates various heavy equipment and tools as necessary to perform daily tasks. Reports to the Water and Sewer Division Manager.
Essential Job Functions
- Water-Sewer Technician I Functions
- Repairs various water and sewer apparatuses as necessary to correct water leaks.
- Installs water/sewer mains, water/sewer lines, water meters, water taps, irrigation systems, catch basins, and manholes; replaces water valves and hydrants.
- Possess and maintain or have the ability to possess and maintain a minimum of a Class D Water Distribution license from the SC Dept. of Health and Environmental Control within one year of hire.
- Cleans sewer blockages and repairs sewer line breaks; cleans storm drains.
- Cleans right-of-ways for sewer and water lines; uses a linear boring machine to clear right-of-ways under roads and driveways.
- Performs maintenance and repair work on pump/lift stations as required.
- Transports equipment to and from job sites as required.
- Performs landscaping and general grounds keeping activities as required on City and private properties;
- Pours and finishes concrete after repair.
- Operates and cares for equipment, machinery and tools, including a dump truck, cement mixer, tractor, mowers, backhoe, trenchers, boring machine, gas detectors, tapping machine, sewer jet machine, sewer rodding machine, sewer camera, air compressor, pumps, pipe horn, cutting torches, welding equipment, sewer smoker machine, meters, valve turner, generators, blowers, shoring equipment, gauges, wood chipper, stump grinder, weed eaters, mechanic's tools, plumbing tools, carpentry tools, and various other hand and power tools.
- Prepares and submits various records and reports as required.
- Interacts and communicates in a courteous and professional manner with immediate supervisor, co-workers, other City employees, other utility companies, customers, and the general public.
- Position is subject to an on-call rotation basis to respond to emergency situations and is subject to emergency call-back.
- Interacts and communicates with various groups of people and individuals.
- Position is designated as “safety-sensitive” and subject to the City’s Safety-Sensitive Random Drug Testing Policy.
- Provide excellent and courteous customer service.
- Performs other related duties as required.
Minimum Qualifications, Knowledge, Skills, and Abilities
Minimum Qualifications:
1. Requires a high school diploma or GED from an acceptable accredited high school recognized by the South Carolina Department of Education, supplemented by a minimum of 6 months of experience in the water-sewer or a related industry and a minimum of 6 months experience in the operation of heavy construction equipment, or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the duties and responsibilities of this position successfully.
2. Must possess and maintain a valid S.C. driver's license. A commercial driver’s license is preferred (Class B) and is subject to the Department of Transportation’s random drug and alcohol testing regulations.
3. Possess and maintain or have the ability to possess and maintain a minimum Class D Water Distribution license from the SC Dept. of Health and Environmental Control within one year from the date of hire, and a requirement to obtain a Class C Water Distribution license within 2 years of the date of hire.
Knowledge of:
- Pertinent federal, state, and local codes, laws, and regulations related to utility service operations, including OSHA and EPA environmental and safety standards.
- Methods, best practices, codes, regulations, and other applicable installation, repair, and maintenance of water and sewer service lines, pumping, and lift station equipment and operations.
- Effective methods and techniques for providing excellent customer service.
- The safe operation and use of various pieces of heavy equipment associated with the repair, installation, and maintenance of water and sewer service lines, pumping, and lift stations.
- Construction methods of road, sidewalk, and ground repair to include concrete pouring and finishing.
- Basic risk management and applicable safety practices and procedures.
Skill in:
- Planning and coordinating daily schedule to achieve established goals and maximize efficiency.
- Adhering to work methods and procedures that promote a safe and efficient working environment.
- Interpreting, understanding, and applying simple to complex technical data from reports, blueprints, technical bulletins, as well as statutes, rules, and regulations related to the industry.

Physical Demands of Position
1. Must be physically able to operate different types of heavy equipment,t including backhoes, dump trucks, utility trucks, water, sewer, pump station, and lift station installation, repair, and maintenance equipment, hand and power tools, etc.
2. Must be physically able to exert up to fifty pounds of force occasionally and/or frequently to lift, carry, push, pull, or otherwise move objects of various sizes, shapes, and weights.
3. Physical demands are in significant excess of those of sedentary work and are strenuous, physically intensive, and demanding. Work involves walking, standing, reaching, crouching, bending, kneeling, crawling, and climbing for varying periods.
4. Must be able to lift or carry up to one hundred pounds with assistance.
Working Conditions
1. Working conditions include some work in an office setting. Still, they are predominantly exposed to a variety of outside conditions, including climatic weather extremes such as heat, cold, rain, fog, ice, snow, humidity, and noise.
2. This position is exposed to computer screens and other electronic equipment.
3. This position requires the use of various pieces of personal protective equipment for personal safety.
4 . Occasional exposure to hazardous materials.
