JOB PURPOSE
The RADCo Coordinator (Rental Assistance Disbursement Component) is an integral part of the RADCo team as well as Eviction Defense Collaborative’s (EDC) Right to Counsel Program. This position is responsible conducting client interviews and assessing their eligibility for rental assistance for the San Francisco Emergency rental Assistance Program (SFERAP). This includes providing short-term case management to clients seeking assistance with back rent or move-in deposits as well as connecting clients to appropriate referrals and additional resources.

The employee will work closely with the Litigation team to ensure clients are supported in their efforts to secure rental and/or litigation assistance.
DUTIES & RESPONSIBILITIES
Rental Assistant Duties (75%)
- Collect and organize required documentation and information to assess client eligibility for the rental assistance program.
- Conduct comprehensive client intake interviews to initiate program participation.
- Submit client applications and provide timely updates regarding their status.
- Provide short-term case management services to clients awaiting rental assistance approval. Responsibilities include developing individualized housing plans, supporting clients with budgeting and financial literacy, maintaining communication with social workers, payee services, and other relevant support networks.
- Collaborate with partner nonprofit organizations to receive referrals and coordinate services that align with each client’s specific needs.
Advocate on behalf of tenants in communications with landlords and their legal representatives to facilitate acceptance of rental assistance payments.
- Conduct follow-up check-ins with tenants at scheduled intervals after assistance is provided to assess outcomes and the long-term impact of the program.
- Process rental applications for individuals involved in Unlawful Detainer (eviction) proceedings, ensuring eligibility for San Francisco Emergency Rental Assistance Program (SF ERAP) to help pay for rental arrears and prevent displacement.
- Collaborate and maintain regular communication with tenant attorneys representing clients in San Francisco eviction cases to facilitate timely and accurate application submissions.
- Submit a minimum of two (2) complete client applications per week to the supervisor for review and approval.
Administrative Duties (25%)
- Attend weekly program meetings, monthly agency staff meetings, and relevant supervision meetings.
- Enter client data on time and correctly to support program evaluation and outcomes tracking.
- Exhibit exceptional customer service skills with the ability to de-escalate tense situations and provide compassionate support to clients experiencing stress or distress due to potential eviction.
- Effectively reassure and guide frustrated clients, using sound judgement to make timely decisions based upon anticipated outcomes and clients needs.
Other duties as assigned.
QUALIFICATIONS

Below are the minimum qualifications:
- At least four (4) years of relevant experience performing case management, whether paid, volunteer, internship, community-based, or academic.
- Experience working directly with individuals with a diversity of racial, cultural, and socioeconomic backgrounds.
- Proficiency with Microsoft Office Suite, and other office software; experience managing online calendars and setting appointments.
- Excellent written and verbal communication skills, including the ability to understand legal documents.
Preferred Qualifications:
- Experience working in housing justice, legal aid, or social services settings.
- Fluency in a language other than English highly preferred (Spanish, Cantonese, or Tagalog especially welcome).
- Proven ability to ask personal or sensitive questions with professionalism, compassion, and discretion.
- Salesforce or other legal/case management database experience is a plus.
- Experience conducting income eligibility assessment for housing services, including housing rental subsidy initiatives or Below Market Rate (BMR) housing units.

- Strong customer service skills with the ability to effectively support and de-escalate interactions with clients experiencing high levels of stress, particularly those facing potential eviction.
- Proven ability to quickly build rapport, reassure distressed clients, and exercise sound judgement in making decisions based on anticipated outcomes and client needs.
UNION
EDC staff are represented by the National Organization of Legal Services Workers (NOLSW, UAW Local 2320, AFL-CIO). This position is a union position and is subject to the terms of the collective bargaining agreement.
WORKING CONDITIONS
This position involves regular interaction with staff, supervisors, and union representatives in a collaborative, unionized workplace. The role may involve handling sensitive or confidential matters and requires a high level of professionalism, discretion, and cultural awareness. Strong communication skills and the ability to navigate interpersonal dynamics with empathy and fairness are essential.
EDC adheres to health and safety protocols established by the San Francisco Department of Public Health, the CDC, and federal and state OSHA requirements.
This is a hybrid role with an expectation to be on-site at least three (3) days per week, depending on the needs of the organization and the RADCo Team. EDC maintains a three-day in-office policy for all employees. Staff are expected to be available and responsive via email, phone, and video conferencing during standard business hours (Monday through Friday, 9:00 a.m. – 5:00 p.m.) while working remotely, and to communicate with their supervisor when attending off-site meetings or obligations. Remote work equipment and an internet/utilities stipend are provided in accordance with the needs of the role and department.

DIRECT REPORTS
The RADCo Coordinator will not supervise any employee.
COMPENSATION
Pay Range: $31.25- $36.05 per hour (approximately $65,000.00–$75,000.00 annually), in accordance with the NOLSW-UAW Local 2320 and EDC Collective Bargaining Agreement (CBA).
Pay may be increased by $1,000 per year of relevant prior work experience (up to 10 years), as provided under the CBA for applicants hired into bargaining unit positions. This experience-based increase in pay applies only at the time of hire for external candidates entering bargaining unit positions.
This is a full-time, non-exempt position and is eligible for overtime pay in accordance with applicable federal and state law.
Multilingual Stipend: EDC offers a multilingual stipend of $125 per month per test ($1,500 per year)-whether written or oral- for specific roles that regularly use oral or written communication with clients or related parties in Spanish, Tagalog, Cantonese, or Mandarin. To qualify, employees must pass an oral and/or written test approved by the Labor-Management Committee. This position may be eligible for the multilingual stipend.
