JOB TITLE: Licensing Agent
ORGANIZATIONAL UNIT: Gaming Commission
SUPERVISOR: Licensing Agent
FLSA: Non-Exempt
SALARY RANGE: $16.83- $20.19
ALL FULL TIME POSITIONS: In addition to your pay, your salary also includes Medical, Dental and Vision Insurance. The Biweekly deduction from employee paycheck is $40.00 for Employee Only, $95.00 Employee plus Children, $120.00 Employee plus Spouse, and $140.00 Employee plus family.
JOB SUMMARY: Conduct and review background investigations and prepare reports summarizing findings. Take and submit fingerprints of applicants and maintain files of the primary management officials, key employees, and gaming vendors so they are in compliance with the National Indian Gaming Commission and the CPN Tribal ordinance.
ESSENTIAL FUNCTIONS:
· Responsible for reviewing and conducting background investigations which meet National Indian Gaming Commission’s minimum requirements.
· Take fingerprints and submit to the proper authority.
· Prepare and submit investigation reports for suitability determination in the licensing of key employees and primary management officials in the gaming industry.
· Maintain gaming license files to comply with the National Indian Gaming Commission’s policies and regulations
· Establish and conduct regular meetings with the Licensing Manager to address licensing issues as they arise.
· Maintain current and thorough knowledge of National Indian Gaming Commission Minimum Internal Control Standards, Tribal Internal Control Standards, and any future regulations that may apply to ensure that the licensing process is in compliance with all regulations.
· Continually obtain and review changes to federal, state and tribal regulations affecting licensing and background investigations. Provide Licensing Manager with regular updates.
REQUIREMENTS:
- Bachelor’s Degree in business, criminal justice, or related field, or three plus years experience within a regulatory environment or equivalent combination of education and experience.
- Teaching/mentoring background necessary with the ability to create success from all educational levels.
- Strong leadership, organizational, communication, human relations and decision-making skills required.
- Must have skill in applying complete fact finding, analytical and problem solving methods and technique.
- Excellent written and oral communication skills sufficient to provide effective reporting and public speaking.
- Possess strong interpersonal skills and have mature judgment and initiative.
- Conceptual understanding of the following:
- National Indian Gaming Commission (NIGC)
- Minimum Internal Control Standards (MICS)
- Tribal Internal Control Standards (TICS)
- State Compact
- Governing Licensee Compliance and Enforcement
- Bank Secrecy Act and U.S. Patriot Act with regards to Title 31 and Suspicious Activity Reports pertaining to Casino Activity
- Tribal Gaming Ordinance
- Casino Departmental Policies and Procedures
- Ensure confidentiality throughout the department.
- Must agree to maintain Drug-Free Workplace as a condition of employment with CPN Casinos.
- Must be able to work in a smoking environment.
- Must be able to obtain and maintain a gaming license with the NIGC which entails a full background check.

- Perform other duties and projects as required by management
PHYSICAL REQUIREMENTS:
- Sitting or standing or walking for long periods of time; occasional bending, squatting, kneeling, stooping; good finger dexterity and feeling; frequent repetitive motions; talking hearing, and visual acuity
- Frequent lifting (up to 50 lbs)
- Occasional lifting (up to 75 lbs)
WORKING CONDITIONS:
- Normal casino environment
- Flexible hours (weekends, nights, and holidays)
