Who are we looking for?

Due to continuing growth, we are seeking a Project Controls Manager for our Ontario Region located in the Greater Toronto Area (GTA), Ontario, Canada.  This individual is a fully qualified professional with thorough knowledge in planning, scheduling, cost controlling and risk management within a consulting engineering environment.

The Project Controls Manager leads the project controls team for major programs, ensuring the implementation of all project controls aspects including scheduling, cost control, change management, and risk management in compliance with GHD policies and industry standards. A strong understanding of Project Management and Earned Value principles is essential.

Working with an energetic and high performing team, this position offers a variety of work and will see you involved in:

Responsibilities

  • Report and Tracking: Develops project controls plans and collaborates with project directors, managers, and discipline leads to regularly reviewing budgets and schedules, identify gaps, and propose solutions to meet scope, budget, and schedule targets. 
  • Project Controls Facing Client Responsibilities: Successful client engagement hinges on effective teamwork and clear communication. It is essential to provide transparent reporting, offer prompt feedback, and keep open channels throughout the project lifecycle. 
  • KPI Management: Provides recommendations on the financial and scheduling impacts to ensure project KPIs are met or exceeded.
  • Schedule Management: Creates integrated project schedules using Primavera or MS Project, resource and cost loading schedules, measuring earned value, analyzing schedule variances, and developing mitigation plans including time impact analyses for delays.
  • Cost Control: Develops Cost Breakdown Structures, uploads budgets, and performs complex effort analyses to identify variances, suggest efficiencies, and improve profitability.
  • Operational Compliance: Advises on change notices following best practice change management techniques.
  • Workforce Planning and Leadership: Takes a hands-on approach to project controls function depending on project complexity and staff, guides discipline leads through budgeting and estimating to complete, and manages team performance including work allocation, review, corrective actions, and performance appraisals.
  • Organizational Capability Building: Implements coaching and mentoring on best practices within the project controls team.
  • Project Planning and Reporting: Works closely with project managers on major project functions with a focus on project controls support, regularly reviewing budget and schedule with key stakeholders to address gaps.

Education

  • A bachelor’s degree (B.Sc.) or equivalent diploma from a recognized institution is required, along with a minimum of ten years of broad technical, administrative, and project experience. Specifically, at least 15 years in project controls and 5 years as a Project Controls Manager within a design environment are mandatory.

Experience

  • Minimum minimum 15 years working within project controls and 5 years as a Project Controls Manager within a design environment. The candidate must have extensive experience in project controls for design delivery on large, multi-discipline engineering projects such as industrial/process plants, facilities, or buildings, spanning from design inception through construction completion.
  • Detailed knowledge of scheduling methods, cost control processes, and risk management procedures.
  • Proven experience in developing and managing project metrics such as earned value, Cost Performance Index (CPI), and Schedule Performance Index (SPI).
  • Understanding of project controls in various project delivery models including Design-Bid-Build (DBB), Design-Build (DB), Progressive Design-Build (PDB), and Integrated Project Delivery (IPD).
  • Proficiency in project control systems such as Primavera P6 and Acumen Fuse or similar software.
  • High-level skills in cost analysis tools (e.g., Dashboard, Power BI, MS Excel) and planning/scheduling tools (e.g., MS Project, Primavera P6), including integration with ERP or cost accounting systems.
  • Experience with project dashboarding using Power BI. 
  • Ability to manage uncertainty and shift priorities effectively.
  • Strong team building, staff management, and mentoring capabilities.
  • Forensic scheduling competence is considered an asset.
  • Professional certifications such as PMP or PMI are advantageous.
  • This role demands a hands-on, leadership-driven approach to project controls, ensuring alignment with organizational policies and industry best practices while fostering team development and project success.
