Title: Senior Accountant
Program(s) and Location: Administration (Sacramento, CA)
Schedule: Full-time non-exempt, 40 hours/week, Monday- Friday 8:00am-4:30pm
Pay rate: $37.80/hour

Position Description:
Under the supervision of the individual designated on the updated agency Organizational Chart, the Senior Accountant’s responsibilities include assisting the Controller with the financial, banking, budgeting and accounting functions of the Agency. This individual will also liaise with Program Managers and Agency Directors regarding various fiscal matters, as well as oversee the day-to-day functions of the Fiscal Department by collaborating with and managing the work of junior staff, i.e., Accounts Payable Specialist.
ESSENTIAL DUTIES and RESPONSIBILITIES: include the following. Other duties may be assigned.
Assist the Controller with the following:
- Implementation and modification, as necessary, of accounting policies and procedures to conform to the Agency’s funding sources and recommendations of the auditing firm.
- Ensure that the department is prepared for all audits and site visits conducted by funding oversight agencies and the independent auditor.
- Ensure complete, accurate, and up to date financial records are maintained on all accounting activities of the Agency.
General accounting oversight:
- Plan, assign and review junior level staff’s work, i.e. Accounts Payable Specialist
- Liaise with program management and other agency staff on various fiscal needs
- Assist in the preparation of accurate, timely financial statements in accordance with our established schedule and with input from the rest of the fiscal department
- Meet regularly with the Chief Financial Officer (CFO) to review the Accounting Department’s activities, inform the CFO of office/program needs and services or concerns that may arise.
- Perform month-end and year-end closing audits of County Flexible Funds (MODE60)
- Ensure compliance with GAAP principles
Support month-end and year-end close processes for both TLCS and Folsom Oaks:
- Review inter-company transactions for accuracy
- Conduct monthly general ledger account reconciliations to ensure accurate ledger balances
- Generate monthly funder invoices
- Enter weekly deposits into the general ledger
- Process weekly bank deposits using remote deposit system
- Process daily positive pay transactions.
- Complete monthly bank reconciliations for all bank accounts
- Enter monthly PayPal, Square and WePay transactions into the general ledger
- Enter weekly FSA transactions into the general ledger
- Record quarterly depreciation entries
- Reconcile monthly health benefit invoices
- Review monthly credit card reconciliations completed by fiscal staff
- Under the direction of the CFO, assist with the preparation of all monthly expense allocation journal entries including: payroll, indirect expenses, and shared expenses.
- Review and approve AP Specialist’s entries for accurate coding
- Enter MODE60 charges for all programs
- Enter bi-monthly payroll cash journals into the general ledger
- Research and resolve general ledger discrepancies
- Provide back-up when AP Specialist is out of the office
- Ensure the protection and confidentiality of all Protected Health Information (PHI) by following all policies and procedures in the HOPE COOPERATIVE HIPAA Manual.
Education and/or Experience:
- Minimum of two (2) years of experience managing automated accounting systems including accounts payable, accounts receivable, and payroll processing software, general ledger and electronic spreadsheets.
- Minimum of two (2) years of experience in a fund accounting environment, preferably a government funded agency.
- Thorough knowledge of Generally Accepted Accounting Principles (GAAP).
- Associate of Arts or Bachelor’s Degree in accounting is highly desirable.
Certificates, Licenses, Registrations:
- Possess a valid California Driver’s License and current vehicle insurance. Driving record must meet, and continue to meet, the underwriting standards established by the generalized driving guidelines used by our insurance broker. Must provide proof of insurance.
- Must have at least 3 or more years of driving experience.
Other Skills, Abilities, and Job Requirements:
- Must be able to handle daily responsibilities and projects with minimal direction
- Must have the ability to safely operate office equipment where necessary
- Ability to manage one’s own time and coordinate the priorities of work orders and other responsibilities in order to ensure timely competition of required duties
- Ability to manage one’s own tasks and proactively communicate about those tasks with the necessary parties
- Work overtime as requested and approved
- Regular, predictable attendance is required
- Ability to get along and work effectively with others
