About the Role

D2GS is seeking an experienced Community Development Block Grant (CDBG) Administrative Services Consultant to support the City of Biloxi’s CDBG Entitlement Program for Program Years 2025 and 2026. This role is critical to ensure compliance with HUD regulations and timely submission of federally required planning and performance documents.

Key Responsibilities

• Prepare and submit HUD-required documents:
  1. Annual Action Plans (AAPs) for PY2026 and PY2027.
  2. Consolidated Annual Performance and Evaluation Reports (CAPERs) for PY2024 and PY2025.
• Assist with amendments to AAPs and Consolidated Plans as needed.
• Provide technical assistance to contractors and subgrantees to ensure compliance.
• Conduct environmental reviews using HEROS.
• Coordinate and participate in public hearings and stakeholder engagement.
• Ensure adherence to HUD regulations, Biloxi’s Citizen Participation Plan, and strict federal deadlines.

Required Qualifications

• Minimum 3 years of experience with CDBG Entitlement Program administration.
• Demonstrated proficiency in HUD systems:
• IDIS (Integrated Disbursement and Information System).
• HEROS (Environmental Review Online System).
• Strong knowledge of HUD regulations (24 CFR Part 91, Part 85).
• Excellent writing, organizational, and communication skills.
• Ability to work independently and meet firm deadlines.
• Must provide 3 public agency references.

Preferred Qualifications

• Prior experience preparing AAPs and CAPERs for municipalities.
• Familiarity with Gulf Coast communities or similar-sized cities.
• HUD-related certifications or training.
