Help protect Hillsboro’s waterways and support a healthier community. The City of Hillsboro is hiring a Stormwater Coordinator to ensure our stormwater and green infrastructure systems are correctly managed, and maintained to remove pollutants. 

In this role, you’ll be the connection point between residents, businesses, contractors, and partner agencies—building relationships, solving problems, and ensuring compliance with environmental standards. You’ll also take a lead role for all post-construction stormwater inspections to include warranty inspections for newly constructed City-owned stormwater management facilities and improved vegetative corridors.



What You Will Be Doing

The Stormwater Coordinator will perform professional interactions with residents, businesses, and other government agencies to ensure stormwater and green infrastructure is being correctly managed and maintained to remove pollutants. They will have a strong desire to make connections, maintain positive relationships and follow-up with everyone to ensure all tasks are completed. Additionally, this position will help play a vital role coordinating the inspection of the City's private green infrastructure to ensure it remains operational and effective at removing pollutants.  

Communication is a critical component of this role, both in written and verbal form, as you will be documenting, uploading, and communicating environmental requirements and standards with landscapers, contractors, engineers, business owners, residents, state, county, and City employees.  There is a heavy field work component of this role. Successful candidates are expected to manage time efficiently and effectively.  If you have a strong understanding of stormwater science and can read and interpret engineering and environmental site plans and permits, this may be the right role for you!


Primary Duties & Responsibilities 
  • Coordinates the City’s Rainwater Harvesting program in conjunction with the Tualatin Soil Water Conservation District
  • Represents the City and meets with community members to incentivize raingarden management implementation strategies to help fulfill City Council’s Environmental Stewardship 2035 Natural Resource Goals.
  • Develop, implement and coordinate the inspection of the City’s new Outfall Inspection Program.
  • Coordinates the inspection and delivery of the City’s private stormwater management facility inspection program. Schedule site visits with residents and businesses to communicate required and recommended maintenance, education, inspection results, and necessary action items that need to be performed. Document all inspections and follow-up to ensure work is completed.
  • Investigate spills and respond to community reported stormwater pollution concerns. Follow up to ensure spills and pollutants are removed. Coordinate site visits and pollution related investigations with City Code Enforcement officers.
  • Organize and coordinate the Environmental Services sampling program. Track, calibrate, and test all sampling equipment, provide annual training, and leads sampling projects.
  • Perform post-construction warranty inspections on new stormwater green infrastructure, landscaping, and vegetative corridors.
  • Coordinate the development of stormwater outreach and education content to share and communicate with residents, businesses, and community members. Represent the City at community outreach events. 
  • May coordinate, train, and supervise employees, contract employees, interns, and volunteers to complete assigned work programs.
  • Demonstrate effective communication skills, tailor technical stormwater topics and messages to the appropriate level of understanding of the audience.
  • Coordinate the conversion of private stormwater management facilities to become city owned and maintained public facilities.
  • Perform private stormwater infrastructure inspections per the requirements of the new City stormwater and sanitary ordinance.
  • Incorporate and implement all new municipal code requirements into the Environmental Services Stormwater program.
  • Assist as a backup erosion prevention and sediment control inspector.

Candidate Profile

The ideal candidate will have a combination of field-related stormwater inspection experience and a technical background in stormwater management. They will be a solution orientated problem solver combined with polished communication soft skills.

Traits for Success Include:

  • Professional speaking and presentation experience to include experience communicating technical stormwater related topics to large groups, stakeholders, and/or clients.
  • 4-years or more of experience performing stormwater investigations and inspections to include experience performing storm and surface water sampling for field parameters and/or collection for laboratory analysis, including soil and sediment sampling for contaminated media testing.
  • 4-years or more of experience performing green infrastructure inspections and spill investigations.
  • Previous experience or familiarity inspecting Oregon DEQ 1200-Z industrial stormwater sites to ensure compliance with the permittees’ Stormwater Pollution Prevention Plan (SWPPP).
  • Familiarity and understanding of regulatory Municipal, Separate Storm Sewer System (MS4) Permit and stormwater management plan (SWMP) requirements.
  • Previous experience supervising and managing direct reports is strongly preferred.


Current / Upcoming Projects

  • Implementation of new compliance management tracking software. Future software system will help track and manage the status of all private stormwater management facilities.

  • New asset and maintenance management system. The City’s asset management software system has transitioned into OpenGov and brings new capabilities to implement.

  • Rainwater Management Program – be the first in the City to develop and implement this new component of the City’s overarching stormwater management program.

  • Outfall Inspection and Maintenance Management Program – Initiate and implement the City’s new outfall inspection and maintenance program.

  • Education and Outreach – Develop new educational materials to connect with different audiences. Perform outreach at Hillsboro School District events, other Hillsboro sponsored community events and region-wide educational events.


Job Qualifications and Requirements
Bachelor’s degree in Civil Engineering, ESRI, Public Administration, Project Management, or a closely related field; and four years of related experience including public infrastructure construction and GIS, including one year of lead or supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licenses / Certifications
  • Valid, current Oregon Driver's License (or ability to obtain within 3 months) and safe driving record.
  • Oregon Certified Erosion Sediment Control Lead (CESCL) certified within 6 months.
