POSITION SUMMARY  

Technical Systems Integration (TSI) seeks a Senior-Level Subject Matter Expert (SME) Contract Program Manager to lead and manage all aspects of the Naval Surface and Mine Warfighting Development Center (SMWDC) support contract at Headquarters in San Diego, CA. This senior leadership role serves as the single point of contact between the contractor and government, ensuring efficient contract execution, performance oversight, and deliverable management across all task areas and locations. The successful candidate will provide strategic program management, risk mitigation, and quality assurance for a complex multi-location contract supporting critical surface warfare development missions.


ESSENTIAL FUNCTIONS

Contract Program Management & Oversight

-Perform comprehensive management of all tasks laid out in the Performance Work Statement (PWS) across all contract locations and task areas

-Ensure efficient, timely, and complete management oversight and administration of all tasking, deliverables, contract requirements, contractor and subcontractor performance, and quality

-Provide strategic direction and coordination for contract execution across SMWDC HQ, SAWS, SWTD, and C6F locations

-Monitor contract performance metrics, deliverable schedules, and quality standards to ensure mission success


Government Interface & Stakeholder Management

-Function as the single point of contact (POC) to the Government for all contractor-to-contractor teaming work arrangements and contract execution

-Provide direct, recurring interface with the Contracting Officer's Representative (COR) and Alternate COR (ACOR), ensuring clear communication and issue resolution

-Coordinate with SMWDC leadership, division directors, and government stakeholders to align contract performance with mission requirements

-Facilitate regular program reviews, status updates, and performance assessments with government personnel


Team Leadership & Project Coordination

-Manage project team leads and contractors across all task areas, providing leadership, guidance, and performance oversight

-Coordinate work assignments and resource allocation across multiple locations and diverse technical specialties

-Provide risk management and issue/problem resolution for complex technical and administrative challenges

-Ensure effective communication and coordination between team members, subcontractors, and government stakeholders

Financial Management & Reporting

-Provide government-required contract fiscal management reporting requirements, including cost tracking, budget analysis, and financial projections

-Monitor contract funding, expenditure rates, and budget performance, ensuring fiscal responsibility and compliance

-Prepare and submit monthly financial reports, burn rate indicators, and funds depletion estimates

-Coordinate with finance and accounting teams to ensure accurate cost reporting and invoicing


Quality Assurance & Performance Management

-Implement quality assurance processes, ensuring all deliverables meet contract specifications and government standards

-Monitor contractor and subcontractor performance, providing feedback, corrective actions, and performance improvement initiatives

-Conduct regular performance assessments and implement continuous improvement processes

-Ensure compliance with all contract terms, security requirements, and government regulations

Requirements

REQUIRED QUALIFICATIONS

Experience:

-10+ years of experience in analytical, problem-solving, time-management, and interpersonal skills

-10+ years of experience managing Department of Defense (DoD) programs and contracts

-Demonstrated experience managing complex multi-location contracts with diverse technical requirements

Required Management Skills:

-Proven ability to manage project team leads and contractors providing effective leadership and direction

-Experience providing risk management and issue/problem resolution for complex program challenges

-Demonstrated success in contract performance management and quality assurance

-Experience coordinating with government contracting officers and program management personnel

Required Technical Skills:

-Proficiency with Microsoft Office suite (Access, Excel, PowerPoint, Project, and Word) for program management and reporting

-Experience with contract management systems, financial reporting tools, and project management software

-Knowledge of DoD contracting processes, regulations, and compliance requirements

Required Competencies:

-Excellent verbal and written communication skills with ability to interface effectively at all organizational levels

-Ability to write clear, concise, and professional emails, memorandums, reports, and other program documentation

-Strong leadership and team management capabilities in complex, multi-disciplinary environments

-Strategic thinking and problem-solving skills for program-level challenges and opportunities


PREFERRED QUALIFICATIONS

Technical Expertise:

-Experience with Department of Defense contracting regulations (FAR/DFAR) and compliance requirements

-Knowledge of Navy contracting processes and performance-based contracting methodologies

-Familiarity with security clearance requirements and personnel management for cleared contracts

Domain Knowledge:

-Understanding of Naval Surface and Mine Warfighting Development Center mission and operations

-Knowledge of surface warfare training, doctrine development, and capability assessment processes

-Experience with multi-warfare area contracts including IAMD, ASW, SUW, and AMW mission areas

Professional Background:

-Previous experience as a prime contractor program manager on major DoD contracts

-Background managing contracts with training, analysis, and technical support components

-Experience with international coordination and support (C6F liaison experience preferred)

COMPLIANCE REQUIREMENTS

-Security Clearance: SECRET (current and active)

-Citizenship: U.S. Citizenship required

-Background Check: NCIS background check required

-Travel Requirements: Moderate

-Ability to work in standard office environments across multiple locations

-Extended periods of strategic planning, program coordination, and stakeholder management

-Ability to travel to various contract locations and attend program management meetings

-Flexibility to support varying schedules and time-critical program requirements

4170 Norman Scott Road, Bldg 3232, Suite 4, San Diego, CA 92136

Secondary Locations: Regular coordination and visits to SAWS, SWTD, and C6F locations as required
