REPORTS TO: Program Manager, System Change
STATUS: Exempt, salaried, full-time
LOCATION: Chicago, Illinois, (currently hybrid remote/in-office schedule)
SALARY RANGE: $44,770-$59,400 (commensurate with experience)

Position Summary:
The Program Coordinator is a key member of the Systems Change team that focuses on Employment and Income programming, AmeriCorps VISTA, and system-wide SSI/SSDI Outreach, Access, and Recovery (SOAR) efforts. The Program Coordinator serves a critical role in carrying out program support, administration, and collaboration with provider partner agencies to advance All Chicago efforts to prevent and end homelessness. All Chicago plays a coordination role for varied homeless service programs. The Program Coordinator will assist the Program Managers and Senior Program Manager to launch new programs, manage partnership with providers who carry out the program work, develop best practices and peer sharing among partners, and support alignment with system standards and contract agreements with an eye toward system performance measures. The coordinator is also responsible for activities including but not limited to data processing and analysis, records management, the development of reports, and project planning. The ideal candidate will have strong communication skills, organizational skills, and problem-solving skills.
The Program Coordinator will support existing and new programs for the Continuum of Care focused on employment and income which connects jobseekers experiencing homelessness to Chicago’s workforce and mainstream benefits systems. The Program Coordinator will work closely with the Program Manager and Senior Program Manager on system-wide SOAR efforts, benefits acquisition supports, and employment navigation, and All Chicago’s AmeriCorps VISTA.
Specific Responsibilities:
Employment and Income Program Management
- Support subcontracted service partner agencies to carry out highly effective programs; including one-on-one technical assistance support and capacity building opportunities for partner agencies.
- Monitor workflow to identify areas for improvement; support internal and external workflow development and maintenance of workflow and reporting process documentation.
- Support internal staff by developing and analyzing data reports, develop data requests that support program monitoring processes and review data for quality issues.
- Facilitate participant referrals for relevant program(s); adhere to HMIS workflow and documentation standards
- Engage in outreach to people experiencing homelessness to assess their eligibility and interest in employment and income services.
- Raise programmatic challenges with the Program Manager to support troubleshooting, as needed.
- Assist with updating and maintaining programmatic materials, manuals, websites and tools.
- Conduct research on funding regulations, research base, and best practices, and incorporate into program operations.
- Support specific special initiatives, as assigned by the Program Manager.
- Participate in program compliance reviews and audits of subcontracted and partner agencies.
- Support in data gathering and report development for grant management compliance.
Administration and other Activities
- Act as an ambassador for All Chicago in all settings, demonstrating a commitment to the organizational mission and homelessness response system priorities.
- Create an annual professional development plan and actively work to meet identified benchmarks throughout the year.
- Respond effectively and professionally to inquiries, complaints, or concerns presented by staff, persons with lived experience, service providers, and other stakeholders.
- Create work plans to outline and track the timely completion of related tasks.
- Respond to calls from homeless and at-risk community members seeking resources and assistance.
- Respond to inquiries, complaints, or concerns, as presented by staff, consumers, service providers, and other stakeholders in a timely and effective manner.
- Support the coordination and administrative activities of internal team meetings, partner meetings, and external meetings.
- Actively participate in monthly staff and team meetings.
- Assists with All Chicago events and other activities as assigned.
- Communicate effectively with supervisors, peers, and partners in written, oral and in-person communication in both groups and at public events.
- Support the recruitment, onboarding and coordination of the All Chicago AmeriCorps VISTA program
- Support with SOAR related activities such as responding to community member and provider inquiries, provide technical assistance, conduct SOAR outreach, collect and analyze SOAR related data and outcomes, and steering committee participation.
- Other duties as assigned.
Requirements
- Bachelor's degree in social work, Psychology, Social Justice or another related field is required. An equivalent combination of education and experience will also be considered.
- Possessing 2-5 years of experience in the field(s) of homelessness service delivery and/or housing is strongly preferred.
- Experience with Chicago’s Workforce Development Systems/programming experience (i.e., Chicago Cook Workforce Partnership, Department of Family & support Services, SNAP Employment and Training/ SNAP to Success, TANF WorkFirst, youth and apprenticeship initiatives), SSI/SSDI Outreach, Access, and Recovery (SOAR) and/or the Homeless Management Information System (HMIS) is preferred.
- Familiarity or experience using Harm Reduction, Housing First, and Trauma Informed Care practices is preferred.
- Strong written and verbal communication skills; organizational, conflict resolution, and computer literacy.
- Excellent professional writing and verbal communication skills.

- Strong interpersonal skills, professional presence, and ability to interact with a diverse audience.
- Excellent skills with Microsoft Office products including but not limited to Excel, Word, PowerPoint, and Outlook.
