CTG is seeking to fill a Business Analyst 3 opening for our client in Austin, TX.

 

Location: Austin, TX (Hybrid Remote)

 

Duties:

  • Review, analyze, and evaluate business systems and user needs to align with overall business strategies.

  • Lead large-scale digital transformation initiatives, designing future-state business capabilities that leverage emerging technologies.

  • Conduct comprehensive Business Process Reengineering (BPR), identifying inefficiencies and redesigning processes to improve efficiency, cost-effectiveness, and service quality.

  • Develop and maintain business architecture artifacts, including business process models (BPMN), capability models, value streams, data models, and organizational models.

  • Collaborate with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements.

  • Act as liaison between business stakeholders and IT teams, ensuring alignment between business needs and technical solutions.

  • Prepare solution options, risk identification, and financial analyses such as cost/benefit, ROI, and build vs. buy recommendations.

Skills:

  • Expertise in business architecture, enterprise modeling, and digital transformation.

  • Strong proficiency in BPMN, UML, ArchiMate, and enterprise architecture frameworks (e.g., TOGAF).

  • Demonstrated knowledge of MITA (Medicaid Information Technology Architecture), with experience in MITA State Self-Assessments (SS-A).

  • Advanced analytical, problem-solving, and critical thinking skills.

  • Excellent communication, facilitation, and stakeholder engagement abilities.

  • Strong change management and negotiation skills.

  • Familiarity with Agile and SAFe methodologies.

Experience:

  • 12+ years of progressive experience in a Business Architect or similar strategic role.

  • 12+ years of demonstrated success leading large-scale digital transformation and BPR projects.

  • 12+ years of experience applying MITA in complex system environments.

  • 10+ years of business modeling expertise using BPMN, UML, ArchiMate, and related tools.

  • 10+ years of proven ability to communicate complex concepts to both technical and non-technical audiences.

  • Experience in government or public sector environments strongly preferred.

  • Direct, hands-on experience with HHS integrated eligibility systems (Medicaid, SNAP, TANF, CHIP) preferred.

Education:

  • Bachelor’s degree in Business Administration, IT, Computer Science, or related field required.

  • Master’s degree preferred.

  • Certifications such as CBAP, TOGAF, BPMN, or Lean Six Sigma (Green/Black Belt) strongly preferred.

Excellent verbal and written English communication skills and the ability to interact professionally with a diverse group are required.
