About the role: PMAT is seeking a Program Manager to lead and manage engineering support services. This role is crucial to our work in San Diego, CA, involving the management of execution, customer collaboration, and business development that enhances program impact.
Responsibilities:
- Support in developing an innovative engineering and science team
- Communication with stakeholders, overseeing scope, schedule, budget, and technical performance related to the program
- Understand and support from a programmatic standpoint, the systems engineering and software delivery across C2/ISR, DevSecOps, cybersecurity, and AI/ML Autonomous Vehicles, and Communications/links domains.
- Identify and pursue expansion opportunities for the program
- Plan and deliver program reviews, metrics, and executive-level updates.
- Manage contract execution, staffing, and stakeholder alignment.
- Conduct risk management through the Identification, assessment, and mitigation of technical, cost, schedule, and risks.
- Managing staffing plans, leadership, assignment coordination, setting expectations, performance management documentation, timekeeping compliance, corrective actions, yearly reviews of personnel, and subcontractor accountability.
- Ensuring subcontractor partners are performing to contract requirements
Required Skills & Experience:
- 10+ years managing Navy or DoD engineering/programs with annual budgets of $10–20M.
- Demonstrated ability to manage complex financials, reporting, and budgets at portfolio scale.
- Proven cross-functional leadership, including coordinating across engineering, operations, and acquisition teams.
- Business development experience, identifying opportunities and engaging acquisition stakeholders.
- Strategic mindset to align current initiatives with long-term organizational goals.
- Working knowledge in systems engineering, software development, and secure DevSecOps in defense environments.
- Understanding and appreciation for Navy C2/ISR, targeting, and digital network programs.
- Direct program experience with CJADC2, NOA or DOD programs supporting capabilities and functionalities such as but not limited to, resilient communications, robotic autonomous systems, T&E and LVC.
- Work in a collaborative and fast-paced environment.
- Strong leadership, teamwork, and communication skills suitable for high-stakes, cross-functional environments.
Preferred Skills & Experience:
- Familiarity with NAVWAR or NIWC Pacific labs, or interoperability labs
Education & Certification Requirements:
- Bachelor’s degree in Engineering, Systems Engineering, Computer Science, Business (MBA), or a related field or 4 – 8 additional years of relevant defense program management experience in lieu of a degree.
- Master’s degree preferred
- PMP or DAU certifications or relevant program management certifications
Citizenship & Clearance Requirement:
- US Citizenship required; active TS/SCI required.
Location:
- PMAT office and NAVWAR Old Town complex, both located in San Diego, CA
Travel:
- Some travel, under 15%, may be required.
Work Environment: PMAT offices as needed. In some cases, work in a government facility may be required. Travel may be required for customer engagement, team coordination, and potentially for business development.
