About the Department

Performs difficult professional work developing and maintaining planning functions related to sustainability, water resources, transportation, and broader environmental topics. Work is performed under the regular supervision of the Stormwater Program Manager. Supervision may be exercised over appropriate personnel.

Position Duties

  • Coordinates stormwater bureau planning activities and programs.  
  • Manages Public Works Environmental Program related to sustainability, water quality, stormwater management, NPDES permit and MS4 permit.
  • Develops and implements strategies for ongoing performance of stormwater management programs.
  • Assists field and crew supervisors with environmental compliance programs, including inspections of public and private stormwater and green infrastructure projects to ensure compliance with engineering standards.
  • Assists the Stormwater Program Manager with the appeals and credit/rebate system in the Stormwater Utility Program.
  • Prepares compliance reports pursuant to provisions of the City’s Clean Water Act permit obligations.
  • Evaluates, revises, and implements regulatory programming pursuant to the City’s MS4 permit.
  • Provides assistance related to environmental compliance for stormwater, streets and solid waste projects.
  • Coordinates the evaluation, implementation, and integration of appropriate software and related applications with the Information Technology Department and Purchasing Departments.
  • Provides community outreach and education in environmental/sustainability, sanitation, and transportation programs.
  • Researches and submits appropriate grant applications, manages grant programs.
  • Produces environmental documents, such as environmental assessments or environmental impact statements.
  • Assists with review of development plans and stormwater permits including site plans, subdivision plats, rezoning, and special use permits.
  • Assists in evaluating the need for ordinance amendments or revisions.
  • Assesses regional or local transportation planning problems or priorities.
  • Analyzes and interprets data from traffic modeling software, geographic information systems, or associated databases.
  • Documents and evaluates transportation project needs and costs. 
  • Reviews development plans for transportation system effects, infrastructure requirements, or compliance with applicable transportation regulations. 
  • Develops design ideas for new or improved transport infrastructure, such as junction improvements, pedestrian projects, bus facilities, and car parking areas.
  • Works with the Departments of Public Works, Economic Development, and Police on transportation issues.
  • Assists in planning street additions and improvements.
  • Coordinates Neighborhood Traffic Calming Program.
  • Assists in review and coordination of Bicycle and Pedestrian Plans.
  • Performs additional tasks as required.

Minimum Qualifications

Education, Training and Experience

  • Graduation from High School or completion of a GED is required.
  • Education and experience equivalent to a bachelor's degree from an accredited college or university in planning, environmental science, engineering, or a related field, combined with experience in environmental planning, transportation planning, or a related field is required.

Licenses and Certificates 
  • Possession of a valid Pennsylvania State Driver’s License is required.

Other Qualifications

  • Knowledge of safe practices related to Public Works is required.
  • Proficiency in microcomputers, equipment and software, including Microsoft Office and ArcGIS is required. AutoCAD proficiency is preferred.
  • Knowledge of environmental planning and methodology is required.
  • Broad knowledge required regarding PaDEP and USEPA regulations including MS4 and NPDES programming is required.
  • Competence in arithmetic, algebra, geometry, calculus, statistics, and their applications is required.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources is preferred.
  • Ability to apply engineering science and technology principles, techniques, procedures, and equipment to the design and production of various goods and services is preferred.   
  • Skills in reading and understanding basic street mapping and site plans from a transportation and environmental perspective is required.
  • Basic knowledge of PENNDOT policies, programs, and regulations is preferred.
  • Knowledge of transportation planning and methodology is preferred.
  • Demonstrated ability to follow directions and complete assignments is required.
  • Strong English language proficiency (reading, writing, speaking and comprehension) is required.
  • Proven ability to safely operate a vehicle on both private and public streets is required. 
  • A track record of successful teamwork and collaboration is required. 
  • Flexibility and adaptability to new or changing situations, with a focus on improving work processes and operations is required.

Other Information

Environmental Conditions 
  • Duties are performed primarily in an office setting with some field work required. Requires occasional walking over rough terrain and the ability to travel among various work sites. 

Safety Equipment Used or Needed
  • Personal protective equipment (i.e., hard hat, safety glasses, boots, etc.) while on a construction site and hard hat and safety vest while on roadways.   

Comments
  • Requires operation of a motor vehicle.
  • Requires occasional lifting up to 20 lbs.
