Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

LAHSA is seeking a dynamic and passionate Director of Data & Analytics. The Director of Data & Analytics oversees the implementation of a data strategy that affects the entire county of Los Angeles. The Director is responsible for leading the Data and Analytics team, helping to set the vision and direction for both the HMIS and Reporting and Analytics team. The Director will help ensure the department delivers reports, dashboards, and any additional data with the utmost attention to detail and in an efficient and timely manner.

In addition, the Director of Data & Analytics aligns and directs the management, development, and integration of various databases, data analytics and business intelligence necessary for supporting the mission, vision strategies, objectives, and goals of LAHSA and the homeless service system in LA County.

The Director of Data & Analytics organizes and assembles the workforce, technology, processes, and resources necessary to address the current and future database and analytical needs for LAHSA. The Director understands the power of integrated, efficient technology solutions in helping to resolve homelessness and that information and data are critical business assets. The Director facilitates the operationalization of the application of data and information to deliver optimal performance and improve homeless service delivery.

The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.

Position Duties

Leadership/Supervisory Role

  • Oversee and monitor the data and analytics team, which includes HMIS Operations, the Analytics and Reporting team, and the Training team. 
  • Provides thought leadership and acts as a subject matter expert in designing and recommending appropriate analytical approaches and methodology in addressing critical issues within the CoC. 
  • Leads the department in the research, development, and implementation of appropriate data systems that lead to improved business performance and achievement of overall business goals.
  • Responsible for driving departmental culture and promoting data-driven decision-making, organization-driven analytics, and planning across LAHSA and the homeless Service System in Los Angeles. 
  • Builds a profile of data and analytics by providing transparent data and analytics stories and spreading them across the CoC. This includes elevating the importance of data quality work, the insights revealed by data analytics, and actions that should follow the data analyses. 
  • Mentor department personnel, ensuring constant improvement in their professional skills and guiding them in executing their duties upon request.

Strategy

  • Provides management visibility into data-driven insights that inform LAHSA's strategic direction and KPIs Determines the adoption of suitable modular toolsets that drive innovation and create an advantage for LAHSA.

Analytics

  • Builds, maintains, and improves the existing business intelligence and analytics tools across the department and LAHSA. 
  • Leads measurement framework development and defines LAHSA's Data Management KPIs alongside senior data and analytics leadership. 
  • Drives and oversees initiatives to meet and exceed performance expectations, key metrics, and enable the overall operations of LAHSA. 
  • Assess the commercial value and risks of growth opportunities as well as provide analytics that will position the business for dynamic growth.

Collaboration

  • Work closely with the internal departmental heads and executives to guarantee the delivery of high-quality execution of the diverse array of project deliverables. 
  • Participates in formulating data-driven departmental/business decisions (how, where, when, which channels, and so forth) and demonstrates delivery against LAHSA's overall objectives.
  • Works closely with the Associate Directors, ensuring the alignment of strategies within the Data and Analytics department. 
  • Partners with the HR department in determining the recruitment criteria for department personnel to guarantee consistent and efficient execution of duties within these departments.
  • Responsible for staying informed and keeping up with the latest industry trends and best practices that he subsequently imparts to the data warehousing and data analytics personnel for constant growth and optimal departmental and operational performance. 

Other Duties: The Director of Data & Analytics performs similar duties as they deem fit for properly executing their responsibilities and duties as assigned by the Deputy Chief Analytics Officer.

 

Minimum Qualifications

Communication Skills

  • Must have excellent communication skills in both verbal and written form. 
  • Must be able to communicate instructions and sensitive information down the line for department personnel to execute their duties effectively. 
  • Ability to create reports and presentations that are clear, concise, convincing, easy to understand, and tailored to suit the audience at hand.
  • Ability to present technical information to non-technical audiences.
  • Ability to communicate with elected officials and other policymakers and leaders of stakeholder agencies. 

Analytical Skills 

  • Must be passionate and highly skilled in research and data analytics. 
  • Must be proficient in transforming data and affecting business processes to support data governance and integrity. 
  • The candidate will also be highly knowledgeable in using emerging open-source tools while conducting analyses on large and unstructured datasets.
  • Technical experience with enterprise data warehouse solutions, statistical analysis tools, database systems, and data visualization applications. 
  • Skilled in using SQL and highly proficient in the workings of data technologies.
  • Understand A/B testing and be highly knowledgeable in key identification metrics for driving and maintaining healthy business performance.

Interpersonal Skills

  • Must be detail-oriented, be comfortable working in a collaborative setting, be comfortable working with senior business executives, be self-motivated, require minimal supervision, be proactive, be a creative strategic and independent thinker. 
  • Have superior problem-solving skills, can work on multiple projects, and meet tight deadlines, have a positive can-do attitude, and demonstrate calmness and composure in times of uncertainty and stress.

Leadership/People Skills

  • Must demonstrate excellent leadership skills, demonstrating an ability to inspire and lead a sizeable cross-functional group in a unified direction with a shared vision. 
  • Demonstrate an ability to influence business leaders and executives. 


Other Qualifications

  • The Director of Data & Analytics must have a Master’s Degree in Data Science, Computer Science, Information Technology, Economics, Statistics, Information Systems, Applied Math, Business Administration, Public Administration, or any other related field. An equivalent of the same in working experience is also acceptable for the position.
  • A candidate for this position will have had at least eight (8) years of working experience in a data analytics or data departments, preferably working as a Head of Analytics. 

The candidate will also have had vast and successful experience bringing together diverse functions and building teams that include data analytics and warehousing personnel, guiding them through successful data analytic projects

  • The candidate will also demonstrate experience in business process analysis, data architecture design and development, and the implementation of workflow-enabled solutions. 
  • A suitable candidate will also have experience in business intelligence, strategic planning, project management, cross-functional business experience, and vast experience working with large datasets and computing systems such as Hadoop.
  • The Director of Data & Analytics must also have excellent computer skills and be highly proficient in the use of Ms. Word, Ms. Excel, and PowerPoint, which will be necessary for the creation of visually and verbally engaging reports and presentations, for departmental heads/management, senior analytics leadership, and key stakeholders.
  • The Director of Data & Analytics must also be skilled in Salesforce, SQL server reporting services, Tableau, analysis services, or any other data visualization tools.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS: Work is generally performed in an office environment, with frequent interruptions and irregularities in the work schedule. Frequent fingering, reaching, sitting, walking, standing, lifting, stooping, or carrying of equipment and materials may be required. Incumbents may be required to lift and carry up to 50 pounds.
