About the Department

Boulder County Community Services Department is seeking to hire multiple Alternative Sentencing Facility (ASF) Client Case Managers. Joe Pelle Center (JPC) Case Managers supports clients’ practical skills and tools needed to be successful in the program and upon reentry into the community. Emphasis is placed on treatment that specifically addresses criminogenic risk/needs by using social learning skill-building activities to assist with cognitive, social, emotional, and coping skill development, and utilizes Cognitive Behavioral Interventions.
These are full-time, benefited positions that will work a varied schedule based on need of the program and clients. Base schedules are four 10-hour shifts, Sun-Wed or Wed-Sat. These positions will work out of 3260 Airport Road, Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, these positions are exempt.
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $65,688.00 - $80,148.00 Annually
Tentative Hiring Timeline:
- Phone Screening: Week of September 22nd
- First Round Interviews: October 1st - 3rd
- Second Round Interviews (if needed): October 15th
- Language Proficiency Test: October 15th
- Reference Check: October 15th
New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Position Duties
- Exercises direct and indirect supervision of ASF clients and ensures compliance with program policies, procedures, rules, regulations, standards, local and state statutes, and best practices
- Performs case management for assigned clients using validated assessment tools; co-creates case plans with clients; utilizes evidence-based practices in interactions and interventions
- Supports leadership in the planning and implementation of a comprehensive plan to transition sentencing programs from the Sheriff’s Office and private vendors to the ASF
- Coordinates in other areas of the ASF to ensure efficient and effective dissemination of information, scheduling of program related client activities inside and outside the facility and other program specific items that must be accounted for in daily facility operations
- Participates in off-site job/activity checks, substance use testing, random searches of property and person and documentation and conducts investigation of rule violations
- Ensures that proper intake procedures, client evaluations and release from sentence reviews are computed in a timely manner and that related client updates are properly disseminated
- Responds to emergency situations involving clients both inside and outside of the facility and after standard work hours when necessary
- Coordinates with courts, probation, and other law enforcement agencies regarding client assignment, participation, and compliance with sentencing programs, including DCJ standards
- Regularly participates in cross-program training to provide program coverage, on-call consultation, and technical assistance to staff
- Exercises accountability to the system partners throughout the 20th Judicial, provides documentation to court as needed, and provides written and oral testimony if required
- Support senior leadership in EOC emergency situations as directed
- Conducts financial discussions with clients regarding program fees, restitutions, and personal budgeting
- Performs other duties as assigned by supervisor or manager
- Performs related work, as required
- May be reassigned during emergency situations

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In these positions, we are looking for a minimum of 6 years of combined education and experience in a related field.
Additional related education may count towards required experience.

PREFERRED QUALIFICATIONS:
- Bilingual in English and Spanish
- Additional compensation will be provided based on the use of bilingual skills.
- Understands basic business and office protocols and use of various software systems to include SharePoint and Excel.
- Excellent verbal and written communication skills.
KNOWLEDGE, SKILLS, & ABILITIES:
- Strong self-awareness of diversity, equity, and inclusion considerations in working with teams and clients in the criminal justice system.
- Ability to work effectively with other employees, clients, agencies, and the public.
- System level knowledge of the Criminal Justice system with knowledge in adult correctional settings and alternative sentencing programs; specifically, day reporting, home monitoring, work release and community corrections.
- Skills in de-escalation, conflict resolution and motivational interviewing.
- Professional communication style in interactions with clients, coworkers, partners, and supervisors.
- Knowledge of evidence-based practices, gender-specific programing and trauma-informed care is helpful.
- Ability to work directly with at-risk and disadvantaged populations including those potentially in crisis.
- Considerable knowledge of the assigned program
- Interviewing and counseling skills
