Monitors and coordinates inspections of land development projects, site plans, and single-family residences within the County. Supervises and provides training for Engineering Inspectors. This is a trained technical position, working under the general direction of the County Engineer.
Position Duties
- Supervises, directs, and evaluates staff performing engineering inspections for site plan, land development, right-of-way, etc. projects within Indian River County. Supervises employees by communicating regularly, motivating, training, evaluating, and planning and directing employees’ work.
- Provides annual performance evaluations for assigned engineering inspectors. Coordinates daily work activities and supervision of inspection teams, organizes, prioritizes, monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
- Reviews plans for construction within County Rights-of-Ways for compliance with County standards.
- Reviews and provides recommendations for Right-of-Way Permit issuance.
- Monitors and inspects approved right-of-way and site plan projects and verifies that the site is constructed in accordance with County Standards and all rights-of-way are restored to proper condition.
- Monitors and inspects stormwater drainage facilities for site plans, land development, etc.
- Collects video and/or photographic data under the general direction of the County Engineer.
- Works independently in all phases of the Engineering Department's permitting and inspection program under the general supervision of the County Engineer.
- Ability to check plan grades and in-place staking for proposed construction and, if required, set grade stakes at proper elevations for culverts and driveways, and inspect staking compliance with approved plans and County regulations.
- Investigates water or flooding conditions, complaints, etc. in the County's right-of-way. Gathers field data and condition descriptions that are necessary for preparation of detailed drawings, cross sections, and data reports.
- Prepares detailed data reports or summaries of work and/or deficiencies to present to County Engineering Staff, Developers, and Contractors.
Minimum Qualifications
Education and Experience:
Graduation from an accredited college or university with an associate’s degree in civil engineering, construction management or closely related field supplemented by 4 years of working experience or an equivalent combination of formal education and working experience.
Licenses, Certifications or Registrations:
- Valid Florida driver’s license.
- FDOT Inspection Certifications, Nuclear Densimeter Certifications, Construction Traffic Control Certification, and NPDES training are desired.
- Successful candidates will be required to successfully obtain an intermediate MOT/TTC certificate as well as National Pollutant Discharge Elimination System (NPDES) training within a probationary period.
Knowledge, Abilities and Skills:
- Knowledge of the principles, practices, and inspection procedures of roadway, bridge, and general site construction.
- Knowledge of stormwater management principles.
- Ability to familiarize self with all County ordinances and regulations pertaining to rights-of-way and construction projects.
- Ability to enforce County ordinances and regulations tactfully and firmly.
- Ability to utilize basic surveying instruments to verify lines and grades.
- Ability to utilize various pieces of equipment as necessary to perform the functions of the position.
- Ability to utilize electronic tools used for reporting and documentation as necessary to perform the functions of the position.
- Ability to act as troubleshooter, resolving complaints and drainage concerns with the public and or site contractors.
- Ability to coordinate and schedule activities between County agencies and independent agencies.
- Ability to perform various administrative and supervisory functions.
Other Qualifications
ENVIRONMENTAL CONDITIONS:
Work is performed inside an office environment. Periodic site visits are required which will involve working outdoors with exposure to heat, dust, and inclement weather conditions.
