The Construction Project Manager is responsible for leading all phases of construction projects from concept through completion. This includes planning, budgeting, scheduling, procurement, contract negotiation, site supervision, and ensuring compliance with safety and regulatory standards. The role supports the organization’s mission by delivering high-quality, cost-effective housing and community development projects that align with Northwest’s values. The Construction Project Manager collaborates with internal teams, architects, engineers, contractors, and community stakeholders to make sure projects are delivered on time, within budget, and in alignment with organizational goals. 

Requirements

 ESSENTIAL FUNCTIONS

  • Develop and manage comprehensive project plans, including scope, timelines, budgets, and resource allocations.
  • Prepare and monitor project budgets; track expenditures and manage change orders.
  • Lead procurement efforts, including contract negotiation and vendor selection.
  • Secure permits and ensure compliance with all applicable building codes and regulations.
  • Conduct regular site visits to monitor construction progress, quality, and safety.
  • Facilitate communication among project teams, consultants, and stakeholders.
  • Identify and mitigate project risks; resolve issues proactively.
  • Maintain accurate and organized project documentation.
  • Ensure quality assurance and adherence to design specifications and nonprofit housing standards.
  • Support sustainability and energy-efficiency goals in project execution.

COMPETENCIES

  • Strong project management and organizational skills.
  • Proficiency in construction management software (e.g., Procore, MS Project, BIM).
  • Knowledge of affordable housing development and nonprofit construction practices.
  • Effective leadership and team coordination abilities.
  • Excellent negotiation and communication skills.
  • Familiarity with HUD, LIHTC, and other affordable housing programs is a plus.
  • Ability to manage multiple projects and deadlines.
  • Commitment to equity, inclusion, and community-centered development.

SUPERVISORY RESPONSIBILITIES

  • Yes. Supervise on-site teams, subcontractors, and consultants. This role will also provide mentorship and guidance to junior staff and interns.

WORK ENVIRONMENT

  • Combination of office, building, and outdoor environments, with periodic exposure to construction or renovation sites. Exposure to weather conditions and construction-related hazards. 

TRAVEL REQUIRED

  • Regular travel to project sites and community meetings. Occasional out-of-state travel for training or conferences. 

EDUCATION AND EXPERIENCE

  • Education: Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or related field.
  • Experience: Minimum of 5 years of experience managing construction projects, preferably in affordable housing or nonprofit development. Experience with public funding sources and community engagement is highly desirable.

Physical: Frequently required to perform moderately difficult manipulative tasks such as typing, writing, etc. Must be able to walk, stand, and sit for extended periods. May be asked to lift up to 20lbs.

Sensory: Frequently required to read documents, watch training videos, and read numbers on a computer screen. Must be able to distinguish normal sounds with some background noise, as in accepting phone calls, interacting with management, co-workers, and other staff, etc. Must be able to speak clearly and understand/be understood using the English language.

Cognitive: Frequently required to concentrate on intense detail with constant interruption. Must be able to attend to a task/function for 1 hour or more. Frequently required to understand and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments given to self and others over a period of several days.

Environmental Conditions: Dust, potential loud noises, glare from computer screens, heat, and air conditioning.

Equipment: Frequently required to use a computer, mouse, keyboard, scanner, telephone, copier, and fax machine.
