JOB TITLE: CHIEF FINANCIAL OFFICER

LOCATION: Heppner

FLSA: Exempt (expectation to work 40 hours per week)

SUPERVISOR: Executive Director

PAY GRADE: B20 ($153,600 - $244,200 annually, depending on experience) 


CCS delivers comprehensive behavioral health services across five Oregon counties, offering individual, family, and group therapy, addiction counseling, crisis intervention, psychiatric consultation, medication management, and developmental disability case management. Additionally, we collaborate with schools, residential care facilities, and acute psychiatric services to provide holistic, integrated support.

OVERVIEW OF POSITION

The chief financial officer (CFO) is responsible for overseeing and directing the agencies 

financial goals, objectives, and budgets. The CFO will report to and work closely with the 

Executive Director. In addition, they will partner with the senior leadership and the board of 

directors to develop and implement financial strategies across the organization. This is an exempt 

position.

The position is overseen by the Executive Director.

The Chief Financial Officer oversees the Finance Operations Manager and Business Operations 

Manager.


ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Oversee the development and implementation of the CCS budget, working closely with the Executive Director
  • Monitor progress of the budget and identify issues.
  • Ensure that finance staff maintains records in accordance with Generally Accepted Accounting Principles.
  • Oversee the preparation of all financial reporting materials and presenting said information to the CCS Board of Directors.
  • Manage cash flow and forecasting; direct all financial, project-based and departmental accounting.
  • Coordinate all audit activities.
  • Oversee all financial compliance for government (federal and state) contracts and private grants
  • Prescribes financial reporting and controls.
  • In consultation with the Executive Director, develop and implement financial policy Review all finance procedures, processes and administration of, and recommend improvements to the systems.
  • Develop and maintain CCS’s investment policy in collaboration with the Finance Committee and the Executive Director. Utilize FDI-insured vehicles, such as CDARS, to ensure full coverage and capital preservation. Monitor investment results and performance against industry benchmarks, reporting semiannually to the CCS Board of Directors.
  • Prepare reports and charts that show trends, and other relevant data points as needed or requested.


Requirements

QUALIFICATIONS

Education and/or experience


Possess a minimum of a BS/BA in business or finance. 

Ten (10) years of broad financial experience.

Prefer experience in working for, or with, nonprofit corporations.

The Chief Financial Officer must be able to carry out the mission, philosophy and quality services that CCS delivers. The Chief Financial Officer must have a service-oriented mentality. The Chief Financial Officer must be a hands-on manager with integrity and a desire to work in and be part of 

a dynamic, progressive agency.


The Chief Financial Officer must possess skill in examining, developing, reengineering, and recommending financial policies and procedures, with strong analytical skills and the ability to interpret a strategic vision into an operational model. The Chief Financial Officer must be an effective communicator with strong verbal and written skills.


The Chief Financial Officer must possess a positive and energetic personality, must be collaborative and flexible, and must have a strong commitment to developing team members.


The Chief Financial Officer must be mature and proactive and possess the ability to work as a business partner to the Executive Director.


Given the vast geographic area of CCS, this position will spend a significant amount of time traveling to various offices or meetings. This is necessary and crucial for excellent community relations.


CRIMINAL BACKGROUND CHECKS


Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.


Must pass a monthly check against the OIG and GSA exclusion lists, as well as other federal and state agency lists. If employee, volunteer or contractor is excluded or sanctioned it is grounds for immediate termination of employment, volunteering, or contract.


PERSONAL AUTO INSURANCE


Must hold a valid driver’s license as well as personal auto insurance for privately owned vehicles utilized for CCS business such as client service purposes, travel between business offices and the community, to attend required meetings and trainings.


Must show proof of $300,000 or more liability coverage for bodily injury and $100,000 or more in property damage and maintain said level of coverage for the duration of employment at CCS.


The employee’s insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS.


PHYSICAL DEMANDS


While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone systems that require find manipulation, grasping, typing and reaching.


The employee is also regularly required to sit; talk and hear; use hands and fingers and handle or feel. The employee is occasionally required to stand; walk; reach with hands and arms; stoop; kneel and/or squat when adjusting equipment or retrieving supplies.


The employee may occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, peripheral vision, distance vision and the ability to adjust focus.


WORK ENVIRONMENT


Work is normally performed in an office environment. The noise level in the office environment is usually moderate but occasionally may be exposed to loud noise such as raised voice levels and alarms.


The employee also will be required to work in the communities, homes and other living environments, of the clients we serve. Handicap access may not be available at all places where this position must go. There are some situations where this position may be required to respond to environments where a client is in crisis. The environments in these situations are difficult to predict and may be in uneven terrain.


This position exposes the employee to the everyday risks or discomforts which require normal safety precautions typical of such places as an office.
