Overview:

Primary Accountability:

Reporting to the Director of Ancillary Services, the 340B Program Coordinator serves as CBHA’s primary compliance expert for the 340B pharmacy program, ensuring adherence to all relevant policies, procedures, and regulations. Under leadership guidance, this role provides comprehensive operational support for the enterprise-wide 340B program, safeguarding CBHA’s status as a compliant Health Care Entity. The Coordinator is responsible for maintaining professional standards, ensuring regulatory compliance, and contributing to the strategic planning, execution, and ongoing management of the 340B program. This position proactively identifies and implements opportunities for performance improvement within the program and related areas, driving operational excellence and organizational alignment with 340B objectives.

 

340B Program Coordinator $69,901/yr.-$87,376/yr. 

Responsibilities:

General 340B Program Coordinator General Duties:

 

  • Serves as CBHA’s compliance expert on the 340B Program details, policies, and procedures.
  • Acts as the liaison with necessary affiliated departments to ensure 340B Program integrity.
  • Provides oversight and leadership from the pharmacy for the 340B Program. Leads and participates in the organization’s 340B oversight committee which includes members from senior leadership, pharmacy, compliance, legal, and finance.
  • Develops and maintains internal relationships (accounting, legal, national) and external relationships (wholesalers, manufacturers, contract pharmacies, split-billing software vendors, employee benefit pharmacy benefits managers (PBMs), and third-party administrator (TPA) vendors) as needed.

1.     Policy and Procedure Development

Ensures that policies and procedures are developed, implemented, and maintained according to organizational, regional, national, state, and federal requirements and guidelines.

Establishes consistent policies and procedures for 340B that ensure productivity and efficiency so that long-term management of the program does not hamper operations or create unnecessary costs.

 

2.     Education

Provides ongoing training, education, and communication required for the 340B Program at the organization.

Develops training/competency materials for all employees who work with the 340B Program.

 Regularly communicates with all staff involved with the 340B Program to be sure that processes remain efficient and to address any problems or suggestions for improvement.

Attends relevant conferences and maintains network of resources to benefit the 340b Program.

 

3.     Self-Audits and Compliance

Develops, executes, and documents self-audits of the 340B process including purchasing, inventory maintenance, workflow processes, destruction, etc.

Coordinates and ensures remediation of findings.

Reviews and monitors all points of service where 340B participation occurs to ensure policy and procedure compliance, covered entity eligibility, and “covered patient” eligibility.

Performs annual independent compliance audits and reports findings to responsible representatives at the organization in conjunction with outside entities.

Manages proper credentialing for CBHA and CBHA pharmacy activities; including OPAIS, Medicare Exclusion Files, NCPDP files, Medicare Transaction Facilitator, etc.

 

4.     340B Contract Management

Maintains all 340B contracts.

Manages relationships, billing services, and compliance with contracted 340B pharmacies.

 

5.     Program Enhancement/Optimization

Assesses opportunities for cost savings and business improvements in 340B contract pharmacy utilization.

Analyzes utilization of the program and existing software to identify ways to compliantly use the 340B Program to its fullest extent to meet the needs of underserved patients.

·       Provides oversight for the implementation of process improvement initiatives and creates an environment that places an emphasis on continuous monitoring and improvement.

 

6.     Reporting

Routinely monitors monthly and annual reports on 340B participation that clearly document utilization, savings, problem areas, and exceptions or discrepancies, to be passed on to pharmacy leadership and administration.

 

7.     Purchasing/Inventory Oversight

Monitors purchasing records for each 340B participant; clearly documents utilization, savings, problem areas, and exceptions or discrepancies. Relays results to pharmacy leadership.

Monitors for 340B pricing exclusions or shortages and establishes appropriate alternative products that are included when possible, including work with medical staff and formulary to ensure proper position and related use.

Ensures compliance with regulations related to 340B purchasing, including reconciliation of 340 Contract Pharmacy purchasing.

Performs thorough quarterly reviews of the new 340B pricing list to search for and quickly address costly changes.

Monitors government purchasing and price negotiations and oversees compliance and interoperability.

 

Promotes a positive work culture and upholds clinic policies and procedures, including the WE CARE standards of Behavior.

 

Must uphold confidentiality at all times in regards to CBHA activities, reports, financials, patient health information and other proprietary information specific to CBHA.

Qualifications:

Professional and Technical Knowledge:

  1. Possesses advanced level general skills, including written and verbal communications skills, computational and computer skills, and mathematical knowledge frequently acquired through completion of a Bachelor’s Degree program.
  2. Possesses thorough knowledge of the pharmacy’s regulatory environment to include state, federal, 340B and certifying organizations (The Joint Commission, etc.)
  3. Possesses a detailed working knowledge of all pharmacy workflows acquired through direct performance or observation.
  4. Possesses a level of skill in troubleshooting techniques sufficient to assist software vendors to diagnose system issues via phone communication.
  5. Applicable training and experience may be substituted for formal education, depending on the nature and duration.
  6. Has or will obtain Apexus Advanced 340b Operations Certificate.
  7. Has a Pharmacy Assistant or Pharmacy Technician License.

 

Technical Skills:

  1. Ability to create more complex documents in word process software, including creating tables, charts, graphs and other elements. 
  2. Ability to use spreadsheet software to analyze data, including the use of formulas, functions, lookup tables and other standard spreadsheet elements.
  3. Ability to effectively utilize and navigate Electronic Medical Record system and pharmacy management system
  4. Possesses working knowledge of standard office equipment.

 

Communication Skills:

  1. Ability to provide effective and timely communication to appropriate staff.
  2. Duties require preparation and execution of presentations to large groups.
  3. Ability to resolve conflicts that may arise because of disagreements between employees, between employees and customers/clients, or with the public, other legal entities or governmental authorities.
  4. Job duties require the compilation and analysis of information in effective written form, including correspondence, reports, articles or other documentation.
  5. Job duties require the effective communication of information during informal and formal verbal presentations.
  6. Job duties require the employee to effectively communicate their opinions and extrapolations of information they collect and synthesize/analyze.
