The TxDOT Houston District Construction Office is seeking a qualified professional to be the District Pavement Engineer. The ideal candidate should have at least four years of experience in transportation engineering, including a minimum of one year in a supervisory or lead role. The District Pavement Engineer is responsible for developing designs for both rigid and flexible pavements, as well as issuing pavement design reports. In addition, this position supervises the District Laboratory and Pavement Sections.
This position supports construction and maintenance activities throughout the district by providing guidance and direction on pavement design, materials used in constructing and maintaining pavements, and assisting with pavement maintenance forecasting and planning. The District Pavement Engineer also performs forensic analysis to determine the cause of pavement failures and distress and recommends corrective actions.

Transportation Engineer Supervisor
Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance, and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires contact with governmental officials, private entities, and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
- Coordinates with area engineers on design and plan preparation
- Coordinates with other engineers in the district and with the Materials and Pavements Section of the Construction Division concerning material testing, specifications, and material failures.
- Designs new pavements and overlays or reviews related activities.
- Develops and oversees laboratory and/or geotechnical consultant contracts.
- Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests, and to provide technical support.
- Establishes, modifies, or interprets applicable standards, rules, methods, procedures, practices, and policies.
- Investigates roadway material failures and recommends solutions.
- Oversees district laboratory operations and monitors material testing requirements and results for compliance with specifications.
- Oversees the district pavement evaluation program.

Minimum Qualifications:
Transportation Engineer Supervisor
Education:
- Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:
- 4 years of experience in transportation engineering. (Experience can be satisfied by full-time or prorated part-time equivalent). Related graduate-level education may be substituted for experience on a year-by-year basis. Substitutions for Minimum Qualifications
- Must have at least one (1) year of supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications:
- Valid driver’s license. This position requires driving a state vehicle.

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Physical Requirements and Working Conditions:
