About the Department
The purpose of this classification is to perform supervisory work of a technically complex and specialized nature directing employees engaged in the location of underground utility infrastructure.
Position Duties
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Plans, assigns, and supervises work of the Utility Locate Technicians and other personnel engaged in the identification and location of water, wastewater, reclaimed water, and raw water underground infrastructure.
Visually inspects predefined construction to determine whether utilities could come into conflict with proposed excavation; operates different electronic detection equipment to locate underground facilities within prescribed accuracy limits; marks location, depth, and length of utility lines; takes photos; updates maps and computer databases; maintains related documentation. Uses a variety of hand tools and equipment to perform assigned duties, including manhole pick, pry bar, paint stick, paint, flagging, shovel, probe rod, measuring wheel, metal detector, pipe horn.
In cooperation with appropriate training personnel, provides instruction, training, evaluation, and counseling to subordinate personnel to ensure that all job requirements are satisfied in a timely manner and are properly documented.
Recommends hiring, promotion, disciplinary actions, and other appropriate subordinate personnel actions.
Performs annual employee performance evaluations.
Ensures that subordinate personnel comply with all County employee rules and regulations.
Coordinates the County’s response to Utility Protection Center (UPC) requests (Call Before You Dig): Receives and reads locate requests from the UPC or associated software; responds to locate tickets in accordance with established time requirements; inputs requested information into system; use laptop computer or other devices to receive, document, and close out locate tickets.
Responds to complaints and questions related to utility line locates; provides information, researches problems, and initiates problem resolution; resolves situations involving complex issues in relation to location of utilities.
Ensures routine maintenance is performed on assigned trucks and equipment; conducts pre and post trip inspections, including checking fluids, gages, lighting, mirrors, tires, body damage, seats and seatbelts, cleanliness, etc.; fuels trucks; loads and secures materials; reports all problems or necessary repairs to appropriate personnel immediately; completes and maintains inspection, gas usage, and other associated documentation.
Prepares, types, proofreads, and/or completes various forms, lists, directories, logs, notices, charts, graphs, spreadsheets, or other documentation; reviews, completes, proofreads, processes, forwards or retains as appropriate.
Operates a personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
Maintains a comprehensive, current knowledge of applicable laws, regulations, policies, and procedures; reads professional literature; maintains professional affiliations; attends workshop and training sessions as appropriate.
Communicates with department heads, county employees, contractors, and the public and outside businesses and agencies as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Adheres to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; flags and directs traffic and places markers, signs, and cones around project/work site to ensure safety of crew and the traveling public; wears protective gear.
ADDITIONAL FUNCTIONS
This classification is designed as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.
Performs other related duties as required.
Minimum Qualifications
High school diploma or GED; supplemented by two (2) years of experience in utility maintenance, utility location and personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia Driver’s License.
