About the Department

About the Job:  The Colorado Springs Police Department (CSPD) is seeking an experienced and dynamic human resources manager to lead our departmental HR functions. This position overseas multiple critical units and ensures the smooth delivery of HR operations across a workforce of approximately 1200 sworn and civilian employees. The successful candidate will bring proven experience in employee relations, HRIS management, and the full cycle of recruiting and hiring, along with strong leadership and strategic planning skills. This is a fast-paced highly responsible role that requires a leader who thrives on collaboration, can think on their feet, and isn't afraid to roll up their sleeves and “do the work”.

As a CSPD HR Manager, you will:

  • Oversees and directs all operational activities of CSPD Human Resources to include the Employee Services, Recruiting and Advancement, Volunteers, Court Liaison, Background Cadre and Polygraphs units. 
  • Selects, trains, motivates and evaluates assigned personnel; provides training; works to correct performance deficiencies and implements discipline and termination procedures.
  • Works with command staff, in conjunction with the Professional Services Bureau Director, to assess human resources needs in their divisions related to performance management, staffing and reorganization. 
  • Provides strategies and oversight to the divisions in relation to human resources. Identifies stakeholders and processes necessary for advancement of programs. 
  • Develops and manages long range plans, programs and strategies in relation to human resources; establishes goals and objectives; researches best practices for continuous improvement; prepares reports, analysis, and presentations for command-level staff.
  • Manages all employee relations issues related to internal investigations, Title VII, EEOC, ADA, Fitness for Duty and performance management.
  • Oversees sworn and civilian recruitment and hiring processes.
  • Coach supervisors in resolving complex employee relations issues.
  • Oversee large HRIS project implementation and end user training.
  • Direct HR shared services operations, ensuring efficient delivery of employee support functions, policy compliance, and streamlined processes for sworn and civilian recruitment and hiring, payroll, leave administration, and onboarding/offboarding across a workforce of over 1200 employees.
  • Serves and participates in intra-city and community partnerships as it relates to human resources.
  • Responsible for developing and managing division budget.
  • Other duties include high level, broad, strategic special projects as assigned by the Director.

  • Knowledge and understanding of public sector and law enforcement environments.


Position Duties

  • Bachelor’s degree from an accredited college or university with major coursework in a related area of study.
  • Five years of full-time, professional experience in a related field, including two years of administrator and/or supervisory experience. 
Education and Experience Equivalency: One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience.

Minimum Qualifications

  • Three years serving as an HR Supervisor or Manager

  • Experience working in public sector HR

  • Experience working in public safety HR

  • Experience using PeopleSoft

  • Experience using NeoGov
