About the Department

Under the general supervision of the Director of Development Services. Employees in this classification perform professional-level work including, building inspection Functions within the city. This position is responsible for managing the other building inspectors and code enforcement officers. This position is responsible for issuing notices of violation for non-compliance to both the public and private sectors in reference to local ordinances, codes, and permits. Performs other duties as assigned.

Position Duties

  • Enforces City ordinances and building codes, including but not limited to design standards, landscape, solid waste, environmental issues, dangerous structures, signs, fences, and ponds.
  • Surveys construction activities to check permits, issue citations, and stop the further activity until structures are permitted. Performs follow-up to ensure enforcement.
  • Compiles data and information for reports, construction progress payments, change orders, and other construction-oriented documentation.
  • Reviews site and construction plans.
  • Ability to read and review manuals, ordinances, building codes and detailed plans and explain materials to other inspectors, builders, contractors, citizens and others.
  • Performs inspections of residential and commercial buildings.
  • Oversees Code Enforcement
  • Oversees other Building Inspectors
  • Attends meetings, training, and workshops as required or necessary.
  • Performs all other duties as assigned.
  • Attendance; regular and timely attendance during assigned work hours. After-hours and weekend work are required as necessary.
  • Deadlines: the ability to set and meet appropriate deadlines. Timely follow-up and follow-through with staff and others. Effectively multi-task and work under time pressure and deadlines.
  • Communications & Record Keeping; ability to read, comprehend, and effectively communicate in English, both verbally and in writing. Communicate effectively and professionally with staff, volunteers, council, and others. Ability to maintain and retain all records and follow the City’s record retention policy.
  • Customer Service; must be professional, respectful, helpful, and polite to staff, volunteers, council members, and others at all times. All work must be performed in a timely and satisfactory manner.
  • Financial; ensure all expenditures are within budget. Utilize the City’s Procurement Card (P-Card) ethically and responsibly. Submit receipts monthly. Ensure all financial functions, recordkeeping, and reporting are performed timely and accurately and that records are properly created and maintained.
  • Policies & Procedures; perform duties by City policies, procedures, standards, and comply with local, state, and federal law.
  • Safety; follow safety policies and rules.
  • Stay Current; keep up with trends and changes.
  • Confidential Information: safeguard confidential information and disclose it only to those in “need to know”.
  • Teamwork: work effectively with others as part of a team to ensure efficient operations and enhanced productivity.
  • Perform other related duties as assigned or required.

Minimum Qualifications

A High School diploma or GED equivalent is required, and a Bachelor’s degree in Structural Engineering, Architecture, or a related field is preferred but not required. Candidates must have at least five (5) years of experience in the building construction field, including a minimum of three (3) years in municipal inspections, as well as two (2) years of supervisory experience in building inspections and code enforcement, or an equivalent combination of education and experience. A State of Texas Plumbing Inspector License and ICC Building Code Official Certification are required, while additional licenses or certifications in plan review, electrical, or code enforcement are preferred but not mandatory. Applicants must successfully pass a pre-employment drug screening, physical, and criminal background check, and must possess a valid State of Texas Driver’s License, reliable transportation, proof of liability insurance, and the ability to drive.

Other Qualifications

Physical Ability: Tasks involve the ability to exert physical effort, and the ability to lift, carry, push, and/or pull objects and materials (20-50 pounds). Walk, stand, and sit for extended periods.  

Sensory Requirements: Some tasks require visual perception, discrimination, and oral communication ability.

Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions, however, does require occasional work outdoors in extreme temperatures including heat, cold, temperature swings, and inclement weather.
