Loudoun County Department of Family Services seeks a dedicated and experienced professional for a CPS Program Manager. The successful candidate will join the Child Protective Services program within the Department of Family Services which envisions better health, safety, and well-being for all. Position Duties

The Program Manager leads and supports a dedicated team responsible for receiving and validating reports, investigating or assessing allegations of child abuse or neglect, and delivering in-home services to families at high risk of recurring abuse or neglect. Operating within a 24/7 response framework, this key leadership role ensures alignment of services with the Department’s strategic goals while maintaining compliance with all federal, state, and local regulations.

This role emphasizes evidence-based decision-making, family engagement, and trauma-informed approaches throughout the assessment, investigation, and intervention stages.  Reporting to the Program Administrator and Assistant Director and collaborating with peer middle managers, the Program Manager provides strategic oversight and leadership for the CPS program.

Key Responsibilities:

• Provide direct clinical and administrative supervision, mentoring, and coaching to supervisors and staff.
• Develop and implement administrative and operational strategies to enhance program development, quality assurance, and continuous improvement.
• Oversee program budget, expenditures, and financial management.
• Monitor and evaluate program outcomes to ensure compliance with all applicable policies and regulations.
• Manage contract invoicing, service outcomes, incident reporting, and discharge planning.
• Establish, communicate, and enforce performance standards.
• Lead recruitment, hiring, staff development, training, and retention efforts.
• Conduct quarterly performance feedback sessions and annual evaluations.
• Implement evidence-based and best practice methodologies.
• Collaborate with other DFS programs, human services agencies, and community organizations to identify and meet client and community needs.
• Respond to inquiries from senior leadership, clients, community stakeholders, Board of Supervisors, and elected officials.
• Represent the agency in local, regional, and state committees.
• Manage grant writing, review, and administration.
• Serve as a designated lead during mass emergency responses.

• Broad knowledge of the human services system with specialized expertise in CPS or related program areas.
• Proven leadership experience in team settings.
• Familiarity with family services system-of-care philosophies and values.
• Understanding of government structure, operations, and regulatory compliance.
• Strong critical thinking and creative problem-solving abilities.
• Experience fostering effective working relationships across diverse populations, including families, colleagues, agencies, vendors, consultants, and government officials.
• Excellent organizational, time management, and multitasking skills.
• Superior oral and written communication skills, adaptable to varied audiences.

Minimum Qualifications

Bachelor’s degree in a field related to the assigned program or department (Master’s degree may be required depending on specifically assigned department/program); five (5) years related work experience including one (1) year of supervisory or team lead experience; or equivalent combination of education and experience.

Preferred Qualifications:

• Currently licensed or license-eligible (transferrable) in the Commonwealth of Virginia as a LCSW or LPC
• Experience interpreting and monitoring adherence to complex policies and regulations.
• Ability to speak a second language in addition to English.

Other Qualifications

Criminal background check required.  Based on assigned program area a credit and/or DMV check may also be required. For DMV check, valid driver’s license and good driving record required (driving records may be reviewed annually for continued qualification).
For licensed programs requirements include: Fingerprinting, TB test within 30 days of hire; pass Child Protective Services (CPS) check; hold or obtain First Aid/CPR certifications at hire or within four (4) months. Some programs may have additional legal requirements, credentials, or certifications to meet prior to hire or within the probationary period and/or annually. Respond to community crisis as directed.
