About the Department

This position is included in the Fiscal Year 2026 budget and will not be funded until October 1, 2025

DEFINITION

Performs engineering duties in the design, construction, and operation of public works projects, including streets, storm water systems, traffic controls, water and wastewater facilities, and utility systems; evaluates, reviews, and prepares plans and specifications; and performs a variety of tasks relative to the assigned area of responsibility.


DISTINGUISHING CHARACTERISTICS


This is an entry-level position; however, someone with two (2) or more years of experience will be given preference.

Position Duties

The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.


  • Reviews and approves changes to approved plans and specifications.
  • Provides assistance to construction inspectors in the interpretation of plans and resolution of problems during construction; and reviews as-built plans to ensure compliance with original plans and specifications.
  • Prepares engineering designs, specifications, costs and quantity estimates for public work projects; and obtains required easements or permits for street, utility, water and wastewater, sewer and other public works system construction.
  • Prepares project specifications and cost estimates supporting the selection of outside engineering services.
  • Prepares maps, deeds, legal descriptions, and other contract documents; and utilizes a variety of engineering programs and applications, including CAD.
  • Conducts field inspections to ensure construction plans and specifications are accurate.
  • Maintains awareness of progress on assigned projects to assure compliance with designated time and cost schedules.
  • Conducts and reports on alternative treatment processes and optimization.
  • Performs other related duties as required.

  • Utility and facility construction.
  • City Standard Construction Specifications & Design Requirements.
  • Engineering contract requirements and the city funding process.
  • Materials, tools, and equipment used in the assigned engineering area.
  • Principles of advanced mathematics.
  • Office equipment, including computers and supporting word processing and spreadsheet applications.
  • Specialized computer programs or systems utilized in civil engineering design, including CAD and/or GIS.
  • Pertinent Federal, state, and local laws, codes, and regulations, including civil engineering laws and regulations.


Ability to:


  • Apply engineering principles and practices. 
  • Read and interpret technical information, construction plans and complex maps
  • Use specific computer systems and software packages required for the job
  • Collect, organize, and analyze technical, statistical and related information pertaining to planning and zoning research and other City functions
  • Prepare graphics and a variety of maps
  • Perform and prioritize multiple tasks seamlessly with excellent attention to detail;
  • Work effectively with minimal supervision.
  • Interpret, explain and enforce department policies and procedures.
  • Operate a variety of modern office equipment in a safe and effective manner.
  • Interpret and apply Federal, State and local policies, laws, and regulations.
  • Understand and follow oral and written instructions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Education, Training and Experience:

  • Bachelor’s degree in civil engineering or other engineering discipline from an ABET-accredited college or university (or foreign equivalent) with no experience required.

 

LICENSES AND CERTIFICATES: 

  • Engineer-in-Training certification by the Board of Professional Engineers is preferred.
  • A valid State driver's license is required at the time of appointment and must be maintained throughout employment.

Work is performed primarily in an office setting with some potential for exposure to safety and health hazards related to electronics work.   Work may require exposure to outside weather conditions.
