About the Department

The City of Jefferson is now accepting applications for a Director of Planning & Protective Services. This senior level position reports directly to the City Administrator and advises various government entities, elected officials, staff, consultants and the public on subjects including planning and zoning, building permitting and inspection services, property maintenance code enforcement, environmental health (restaurant & day care inspections), long-term transportation planning, and state and federal grants related to housing and other areas.

The annual salary is commensurate with qualifications and experience, ranging in $99,544.28 - $149,316.42.

Position Duties

Provides effective leadership in managing City divisions in charge of current planning, land use, zoning, building, environmental health, property maintenance, other neighborhood services, long-range and transportation planning, and community development.
 
Provides technical support to the City Council, Mayor, City Administrator, Planning and Zoning Commission, Board of Adjustment, Historic Preservation Commission, Capital Area MPO, and other boards and commissions as necessary. Oversees and directs the preparation or assembling of maps, narrative statements, legal documents, and statistical and financial data required for reports to the City Council, assigned boards and commissions, and the public. 
 
Prepares recommendations for long-and short-range City plans; oversees maintenance of and updates the comprehensive plan, neighborhood plans and other planning-related documents; coordinates current and advance planning and transportation planning for the Jefferson City urbanized area.

Prepares and reviews financial, operating, and capital reports and budgets; reviews and approves all financial, personnel and related transactions for the department. Oversees processes for application and administration of funding by State and Federal grants.

Oversees administration of contracts for solid waste disposal, recycling, and cemetery maintenance, and other assigned contracts, and serves as a public point of contact for complaints and mediation.

Directs administration of Community Development Block Grant programs, other HUD programs, and locally adopted incentive programs.  Authorizes preparation of grant applications related to department concerns, as appropriate.

Consults with private planning and research consultants providing the City with expert advice and technical assistance. Reviews and recommends revision to City development codes including, but not limited to, zoning, subdivision, neighborhood redevelopment and conservation, historic preservation, advertising and signs.
 
Oversees the maintenance of planning records, including maps, atlases, files, and archives of zoning histories in a retrievable format; prepares critical documents for annexation of land into the City; prepares ordinances, bill summaries, and supporting documentation for planning and zoning activities and development agreements; provides expert witness services for planning and zoning issues.

Proposes programs and plans for consideration and action of boards and commissions.
 
Directs administration of development codes, including zoning, subdivision, building regulations and signs, and oversees the City's street naming and addressing system.
  
Directs the City's comprehensive planning, neighborhood planning, programs, and  MPO transportation planning program.
 
Directs implementation of property maintenance and nuisance codes and administrative hearings.
 
Participates in conferences and meetings of planning, community development, economic development and transportation planning and civic organizations relative to the promotion of the community.
 
Enforces and maintains compliance with all federal, state, and local laws and ordinances.
 
Develops short-term and long-term planning for department staffing and identification of City-wide needs. Ensures that staff is trained on proper administration and enforcement of assigned codes. Defines and monitors performance, productivity, and compliance of subordinates with departmental mission, goals, objectives, policies, and procedures to ensure all work meets the required expectations.
 
Serves as liaison with outside committees and community groups.
 
Supervisory:
Is responsible for the overall direction, coordination, and evaluation of the department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising direct reports through coaching, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
 

Minimum Qualifications

Physical: Ability to sit or stand for extended periods; visual ability to view computer screens for extended periods; and visit various work sites.

Mental: Ability to concentrate on detailed tasks and calculations for extended periods; plan, organize, direct, and evaluate the programs of a multifunction department; assign, supervise and review the work of a professional, technical, clerical and manual labor staff; communicate effectively both orally and in writing; make effective group presentations; establish and maintain effective working relationships; analyze problems; and develop and implement sound policies and regulations.
 
Requires an accredited Bachelors' degree in business/public administration, planning, transportation, civil engineering, or related field and six years' progressively responsible, related experience that has provided thorough experience in the field of management.

Experience with the administration of state and federal grants, planning and zoning practices, and building codes is desired. 

Other Qualifications

Must have knowledge of the principles and practices of organization and management. Knowledge of accounting and budgeting procedures and personal computer operations including electronic mail and calendaring operations; and knowledge of grants and management. Advanced degree and certification by AICP, Missouri Planner-In-Charge or other professional certification preferred.
