About the Department
Position Duties
- Partnering with assigned departments to prepare annual budgets, including confirming personal services / other than personal services, revenue and expenditures, and the narrative component's of the City budget including analysis and the updating of performance measures
- Preparing report presentations based on expenditures and statistical data for quarterly departmental meetings
- Monitoring forecasts of revenues and expenditures, analyzing departmental spending, implementing cost control measures, and controlling departmental spending to align with authorized appropriation limits
- Compiling and analyzing statistical data from Federal, State and Municipal governmental sources relative to budget preparation
- Securing personnel, financial, service, and operations data from administrative systems and external sources. Cleaning, integrating, and analyzing the data to develop recommendations
- Monitoring City departments in their service delivery, financial performance, and completion of projects and strategic goals as established by Executive management
- Briefing Sr.Budget Analysts when needed on city wide problem areas for improvement and innovation
- Participate in cross training in the Finance, CitiStat, and Administration and Finance Offices
- Serves as a project assistant as required
- Performing related work as required
Minimum Qualifications
- Knowledge of municipal budgetary and financial methods and principles
- Knowledge of the theory, principles and practices of accounting and auditing, with special reference to the accounting of federal and state funded programs and projects
- Project management exposure to large, enterprise-wide projects
- LEAN, Six Sigma, Achieving Competitive Excellence (ACE), performance management, CitiStat, and strategic planning exposure
- Strong analytical and problem solving skills with extensive knowledge of data analysis and interpretation
- Ability to use creativity, strategic thinking, and leadership skills
- Ability to establish effective working relationships with municipal and government officials
- Excellent Communication and presentation skills
- Strong knowledge of Microsoft Office with an emphasis in Excel, Access, and PowerPoint
- Knowledge or experience with statistical software programs preferred
Other Qualifications
- Graduation from a four-year college or university with major course work in business administration or a related field. A graduate degree in Public Administration, Business Administration, or Statistics or a related field preferred.
- Three years experience, preferably in a municipal government, to include one year of direct performance management experience; or equivalent combination of education and experience.
