About the Department

Reporting directly to Director of Field Operations, responsible for supervising the daily maintenance operations and tasks performed by the R&B operators and staff. Provides skill and leadership in maintaining practices, equipment, and safety measures.
Position Duties
- Manges and trains field staff to perform roadway maintenance and construction operations for the county roads system
- Oversees and conducts inspections of storm drain systems, water quality, roads, road materials, traffic signals and other related R&B assets and tangible items
- Conducts various on-site visits to conduct quality control on work being performed by R&B operators
- Manage and inspect construction contractor’s work
- Samples asphalt and aggregates according to TxDOT (Texas Department of Transportation) testing specifications
- Collaborates with various internal and external agencies on repair needs produced by natural disasters and extreme weather events
- Plans the implementation of traffic control signs and barricades in compliance with the Texas Manual on Uniform Traffic Control Devices (TMUTCD) for work activities
- Manages and creates traffic control plans and measures for various worksites that includes high volumes of traffic and vehicle activity
- Coordinates emergency, routine and preventative maintenance of R&B repairs including managing the equipment and maintenance
- Collects and compiles data for Comprehensive Annual Financial Report
- Monitors, tracks and logs all license renewals, certifications and continuing education credits of all field staff to follow operational compliance
- Participates in annual staff performance evaluations; sets and reviews staff goals and contributes in the hiring process for department vacancies
- Supervises staff, directing work, providing continual feedback, evaluations, and training
- Assists in the integration of new staff members to department operations and procedures
- Reconciles reviews and approves timesheets for payroll processing
- Creates, schedules, and assigns staff to various projects for essential coverage
- Utilizes computer software for labor and part management including logging timeline update and various tracking data
- Transports equipment, supplies and/or materials in light to medium trucks
- Orders, purchases, receives, and unpacks materials, supplies, parts tools, and equipment essential for field operations
- Performs daily inventory control including monitoring accounts and spending for all parts and materials
- Attends all meetings and trainings, as required

PHYSICAL DEMANDS
- Position involves prolonged sitting at a workstation, visual examination of documents, reaching, walking, twisting, bending, standing and occasional lifting/carrying
- Position involves safely operating a motor vehicle
ENVIRONMENTAL FACTORS
- Indoor and outdoor work in all environments, including inclement weather
- Travel between work sites, is required
- Exposure to dust, chemicals, fumes, bacteria, fungus, and high noise levels
IRREGULAR HOURS
- Work outside of the normal office hours (Monday-Friday 8 a.m. to 5 p.m.) may be required
- May be deemed essential personnel in the event of an emergency
- Serves on-call status as needed

Minimum Qualifications
- High school diploma or equivalent
- Eight (8) years of roadway construction experience including asset management, time tracking and TxDOT policies and compliance procedures
- Two (2) years of demonstrated lead or supervisory experience
- Knowledge of Microsoft Suite and inventory tracking systems
LICENSES AND CERTIFICATIONS
Required
- Class A CDL (Commercial Driver’s License) to include Hazardous Materials and Tanker Endorsements
- Stormwater One Training Certification
Required within six (6) months of employment
- Level 1 B Asphalt Inspection License
- First Aid and CPR Certifications
PREFERRED QUALIFICATIONS
- Associate degree in a related field
- Ten (10) years of roadway construction experience
