The Rural Health Clinic Manager is responsible for all Rural Health site locations' compliance with internal and external Rural Health regulatory requirements, as well as the operations, continuity and efficiency of clinical activities. The Rural Health Clinic Manager ensures effective decision making in order to manage daily functions and work toward continuous improvement in a team environment. The Rural Health Clinic Manager will oversee all Rural Health polices, standards, and preparedness for constant Rural Health Clinics' survey readiness.

Job Relationships
Reports to the Director of Quality Management

Principal Responsibilities
Oversee 13 Rural Health site locations for State and Federal regulatory compliance.
Develop, provide direction, and maintain all polices directly related to Rural Health compliance.
Complete, maintain and update (as required) all CMS forms in order to ensure compliance for Rural Health Clinics.
Work closely with Patient Accounting to ensure Rural Health Clinic billing compliance.
Complete periodic checks on Office of Inspector General (OIG) website for all Rural Health site staff.
Create and maintain Rural Health manuals for all Rural Health Clinics owned and operated by Springfield Clinic.
Develop, maintain, and conduct ongoing Rural Health Clinic training for all staff and managers who are working in or with Rural Health Clinics. Provide follow-up training on updated guidelines and requirements.
Develop a standard of training for all staff members responsible for submission of Rural Health Clinic claims, and attend annual Rural Health in-service on billing requirements.
Perform periodic audits of charts, emergency plans, and any other necessary records.
Maintain awareness of treatment equipment, data processing technology, and Rural Health insurance (Medicare & Medicaid) changes.
Develop and maintain Emergency Preparedness policies and programs for all Rural Health Clinics owned and operated by SC.
Develop annual community exercises and tabletop exercises, in conjunction with community leaders within the communities of Rural Health Clinics.
Lead annual review in collaboration with Quality Management Manager, and touch base with each Manager on a quarterly basis.
Provide quarterly operations report to Directors.
Provide monthly update to Operations Managers.
Perform semi-annual mock public health inspections for all Rural Health Clinics owned and operated by Springfield Clinic.
Assess, prepare, and implement any new potential Rural Health Clinic sites within Springfield Clinic.
Determine eligibility and calculate financial comparison for all new rural clinics that merge with SC.
Coordinate annual credentialing and updates.
Analyze cost reports to ensure highest reimbursement.
Assist accounting in the review of Cost Reports and recommend changes, prior to submission to fiscal intermediary for all SC owned Rural Health Clinics.
Identify solutions for improvements in accordance with Rural Health standards.
Ensure that administrator/medical director information on file with CMS is accurate.
Consistently monitor department and provider monthly operational metrics such as productivity standards, purchasing, and department finances. Implement course correction when appropriate to comply with Rural Health regulations.
Assist in the periodic chart reviews required by CMS for all Rural Health Clinics operated by Springfield Clinic.
Prepare annual Operations report for Administration.
Comply with the Springfield Clinic incident reporting policy and procedures.
Adhere to all OSHA and Springfield Clinic training & accomplishments as required per policy.
Provide excellent customer service and adhere to Springfield Clinic's Code of Conduct and Ethics Standards.
Perform other job duties as assigned.


Education/Experience
High School graduate or GED required.
Bachelor's degree in healthcare administration or healthcare related field preferred.
Minimum of three to five (3-5) years' clinical or medical practice management experience.


Licenses/Certificates
Must be certified Rural Health Clinic Professional (RHCP) or obtain certification within one (1) year of job placement, and maintain annual certification.

Knowledge, Skills and Abilities
Strong knowledge of Excel, Word, practice management systems, business management tools, and budgeting/project management software required.
Ability to present oneself and one's ideas with clarity, confidence and pride.
Consistently demonstrate effective organization skills, efficiency, and resourcefulness. Demonstrate effective relationship skills, decision-making skills and verbal and written communication skills.
Must have strong analytical abilities, strong communication skills, and be able to work with little or no supervision in order to carry out the practice goals and objectives.
Must be able to lead as well as work in a team environment.
