About the Department

The City of Bend Fire and Rescue Department is actively recruiting for (1) one full-time Public Safety Systems Administrator II in the Bend Fire and Rescue department. This opportunity is a Non-Represented, FLSA non-exempt position (overtime eligible).
 
Position Overview

Bend Fire and Rescue is seeking a proactive, detailed-oriented professional to support public safety hardware and software systems and inventories. This position requires knowledge and understanding of the City’s platforms and the skills to manage complex computer, software, radio, and mobile data systems projects for public safety. The Public Systems Safety Administrator II position plays a key behind-the-scenes role in supporting our emergency response teams and works closely with the City’s Central Services IT department to ensure alignment and integration across systems. 

In this role you will: 

  • Install, configure, test, integrate, and maintain public safety hardware and software inventories. 
  • Maintain both support and technical documentation for public safety systems.
  • Coach individual users on the use of public safety hardware and software.
  • Participate in the identification, troubleshooting, and documentation of problems.
  • Collaborate with Central Services IT to coordinate system updates, resolve technical issues, and support citywide technology initiatives.

Duties and Responsibilities
The individual in this position is expected to engage in the following work-related activities.
  • Maintains public safety hardware and software inventories.
  • Maintains public safety end-user documentation for common user tasks.
  • Maintains both support and technical documentation for public safety systems.
  • Develops and documents the provisioning process of public safety software and equipment to ensure a consistent and repeatable result in delivering the software and equipment to users.
  • Participates with the Service Desk team to develop and document standards for the Public Safety client environment to include hardware and operating systems specifications.
  • Participates on a variety of boards, commissions and committees. Prepare and present reports and other necessary correspondence.
  • Position performs advanced level professional, technical, and analytical support duties related to the operation of complex client/server, desktop and mobile computer systems and networks.
  • Plans, develops, implements, and manages complex computer, software, radio and mobile data systems projects for public safety.
  • Solicits information from users to help identify, clarify, define, and prioritize operational problems to the most effective service delivery opportunity.
  • Facilitates the resolution of user support issues or requests through hands-on action or escalation to other teams.
  • Administers the identities and rights of employees to public safety hardware and software systems.
  • Coaches individual users on the usage of public safety hardware and software.
  • Assists in implementing computer images and software packages on public safety systems.
  • Analyzes, supports and manages public safety application, hardware, network and communications environments in assigned areas to ensure that applications and devices are available and operating to meet business needs and Service Level Agreements.
  • Monitors and maintains adequate levels of parts and equipment for all equipment and systems assigned to their responsibility.
  • Participates in the identification, troubleshooting and documentation of problems for application environments in assigned areas.
  • Maintains data integrity and application security for assigned applications and systems.
  • Maintains the software reporting environment in coordination with the Office of Performance Management and the software vendor.
  • Assists in the development and designs system tests for requirements testing, functional testing and user acceptance testing. Assists in creating test specifications for complex Departmental or multifunctional applications. Helps to develop and execute quality assurance strategies.
  • May manage smaller projects by managing project structure, deadlines and schedules as assigned. Conducts project meetings, providing timely reporting of issues that impact project progress, coordinating actions, and resolving conflicts.
  • Prepares reports and completes special projects.
  • Keeps the Public Safety Systems Manager apprised of work progress including present and potential work problem and trends. Suggests new or more effective ways to address customer service issues.
  • Supports public safety systems within shared environments with the City of Bend and public safety partners.
  • Works effectively and cooperatively with the City IT Division.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.
  • Provides after hours and/or on-call support as scheduled.
  • Must be able to render credible testimony in a judicial proceeding.
  • Performs related duties as assigned.

Education, Experience, Certifications and/or Licenses
The following are the minimum qualifications for this position.
  • Bachelor’s degree (B.A./B.S.) from four-year college or university or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • 2 to 3 years’ experience in a similar position and/or performing similar tasks.
  • Level 4 CJIS certification required within first 3 months of employment
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.
