We’re seeking an experienced Principal Admin Analyst to lead complex projects that support County-wide policy, budgeting, and organizational effectiveness. In this role, you’ll provide high-level analysis, oversee system improvements, and guide staff while working across departments to drive data-informed decisions. We’re seeking an experienced

Under general direction, organizes and directs operations and activities involved in the collection, analysis, interpretation and reporting of data related to County-wide policy planning and system implementation; oversees and participates in a variety of complex analytical studies of budgetary requirements, systems, procedures, policies, practices and techniques; trains and evaluates the performance of assigned personnel, and does other related work as required.

Typical Tasks and Representative Duties

(Not in order of importance)

  • Organize and direct operations and activities involved in the collection, analysis, interpretation and reporting of data related to County-wide policy planning and system implementation; participate in the development and review of policies, procedures and legislation affecting County activities and determine departmental impact; assure analysis and implementation activities comply with established laws, codes, regulations, policies and procedures.
  • Oversee and participate in variety of complex analytical studies of budgetary requirements, systems, procedures, policies, practices and techniques; serve as liaison to County personnel and outside agencies regarding budget and funding, resource allocation, organizational and policy-related issues; participate in the diagnosis of organizational problems and development of solutions to increase efficiency and productivity.
  • Supervise and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; assign employee duties and review work for accuracy, completeness and compliance with established standards, requirements, policies and procedures.
  • Coordinate activities with County departments to assure organizational effectiveness; collaborate with County departments and agencies to assure cross-functional projects including class studies, redistricting, fee scheduling, capital projects and others align with County-wide goals and objectives; monitor, evaluate and provide recommendations regarding program enhancement and modification.
  • Oversee and participate in the research and analysis of programs, theories and practices for implementation in County departments and activities; maintain working knowledge of current organizational practice policies and theories including organizational health assessment studies; utilize research findings in the development of County corrective action plans.
  • Provide consultation and technical assistance to County department personnel and outside agencies regarding research findings, organizational improvement initiatives and related issues concerning departmental effectiveness; assist in developing fiscal, human resource and operational policies utilizing research findings and complying with department standards and objectives.
  • Perform a variety of special projects and procedures related to County departmental effectiveness including performance measure development activities, organizational effectiveness/change initiatives and related projects as required; plan, organize and conduct presentations, workshops and training sessions regarding strategic planning, team development and related subjects; prepare and deliver oral presentations; direct the preparation of related training and support materials.
  • Prepare and maintain a variety of County reports and documentation related to fiscal activities, organizational effectiveness and related activities as required; maintain grand jury response documents, public defender statistic cases and surveys as needed for effective research collection and policy implementation practices.
  • Maintain current knowledge of laws, codes, rules, regulations and pending legislature related to assigned County functions; provide recommendations concerning the modification of programs and procedures to assure compliance with local, State and federal requirements as appropriate.

Position Duties

  • Analyze research data and prepare reports, summaries and recommendations
  • Operate standard office equipment including a computer and assigned software

Education and Experience

A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:


Graduation from an accredited four-year college or university with a bachelor's degree in business administration, public administration, or a related field. In addition, four years of increasingly responsible experience performing professional level administrative analysis duties.
