This is advanced professional planning work at a supervisory level involving considerable independent judgement in the development and implementation of innovative approaches in meeting the community’s needs for housing. The incumbent is responsible for guiding the development of policies, strategies and programs of significant scope and magnitude in the area of housing and homelessness, including the implementation of HOME: Burnaby’s Housing and Homelessness Strategy. The position demands the application of a broad skill set in matters of housing, policy analysis, and community partnerships in the creation of plans and execution of projects that integrate objectives with the City’s Official Community Plan (OCP) and other plans, strategies and policies. It also requires a sound understanding of housing issues and challenges; including: the varieties of housing types and tenures, the process of residential development, the policies, bylaws, legislation and regulations governing planning for housing, and the practices and procedures for developing housing policies, strategies and implementing a work program in this subject area. The position is responsible for supervising related professional planning and technical staff, communicating with external government agencies and non-market housing operators, and representing the City and the Department on various committees, working groups and at public meetings. Performs related work as required.

Qualifications include university graduation in an appropriate discipline, plus Master’s degree in planning and considerable professional housing planning experience or an equivalent combination of training and experience. Membership or eligibility for membership in the Canadian Institute of Planners, and excellent analytical, consultation, communication, decision-making, and management skills are required. Prior experience in local government and/or residential development is an asset.
