General Accountability

The Director, Internal Audit is responsible for leading the development and execution of a comprehensive, risk-based internal audit program aligned with SGI’s strategic goals. This includes evaluating the effectiveness of governance, risk management, and internal control processes across the organization. Contributes to the design and implementation of a multi-year strategic audit program and annual initiatives, ensuring alignment with corporate priorities and emerging risks. Works collaboratively with Internal Audit leadership to provide cohesive strategic advice and actionable recommendations, support continuous improvement efforts, and promote audit as a value-added function. Oversees the delivery of assurance, advisory, and educational services, and supports sensitive investigations such as fraud or whistleblower cases. Acts as an alternate contact for the Audit, Finance & Conduct Review Committee (AFCRC).

Reporting Relationships

The successful candidate will report to the Chief Internal Auditor and have 5 direct reports (4 Finance Audit Managers and 1 Auditor).

Key Accountabilities

Internal Audit Strategic Program Delivery and Relationship Management (25%)

  • Participates in the development of a 3-year departmental strategic program using a future state vision and targeted operating model.

  • Leads the planning and execution of annual strategic initiatives that support Internal Audit’s program goals.

  • Builds and strengthens stakeholder relationships to position Internal Audit as a trusted advisor, clearly articulating its role and value across all management levels.

  • Works collaboratively to understand and build alignment with divisional or departmental short and long-term tactics to achieve corporate strategies.

  • Proposes and monitors key performance indicators related to audit delivery efficiency and effectiveness; solicits feedback and addresses concerns to improve overall team effectiveness.

  • Resolves escalating and complex business partner and third-party vendor issues.

  • Leads procurement efforts by developing Requests for Service (RFS) and applicable statements of work (SOW) for third-party vendors to support execution of the audit work plan.

  • Monitors and evaluates the performance of third-party vendors and oversees the delivery of audit reports.

Assurance, Advisory, Education & Investigative Services (25%)

  • Identifies opportunities to provide assurance, advisory and education services for governance, risk management, internal control processes or projects.

  • Provides insight and feedback to all levels of management on the short and long-term strategic direction of the corporation.

  • Coordinates and supervises delivery of the CEO/CFO Certification requirements including proposing an approach to the Vice President Finance & Corporate Controller and primary reporting responsibilities.

  • Evaluates the risk of fraud and the effectiveness of the overall Fraud Risk Management Program for the corporation.

  • Reviews and approves audit planning, execution, and reporting of engagements, applying agile methods where appropriate, ensuring performance standards are met, and issuing reports where delegated.

  • Proposes resourcing, execution, and reporting for complex audits, high-impact projects, and sensitive investigations, including whistleblower, theft, and fraud cases.

  • Supervises loss investigation activities delegated to Audit Managers in less sensitive or complex areas.

Internal Audit Work Plan (20%)

  • Works collaboratively to research, develop, and recommend a multi-year audit work plan—encompassing assurance, advisory, and education services that align with SGI’s risk profile and strategic goals, while fostering strong cross-functional relationships to ensure coordinated, value-driven, and well-resourced planning.

  • Understands and aligns audit work plans with SGI assurance providers (e.g. external audit, second-line functions, quality assurance) to ensure efficient and effective delivery of assurance services.

  • Responds to emerging risks and changing conditions and incorporates ongoing management, Executive Leadership Team (ELT) and Audit, Finance and Conduct Review Committee (AFCRC) feedback.

  • Utilizes an agile approach to align the audit work plan with corporate strategy and risk management, ensuring integration with the broader Audit Strategic Program.

  • Recommends initial scope for proposed engagements to the Chief Internal Auditor.

  • Allocates and oversees resources to deliver the approved audit work plan, regularly reviewing progress and resource allocations (including external expertise) to advance key priorities and risk areas.

  • Actively promotes internal audit and ethics at all levels of the corporation.

Departmental Administration (10%)

  • Oversees the administration of the timekeeping database and methodology used, including time entry balancing, forecasting and variance explanations.

  • Leads the development of guidelines on internal audit standards. Maintains ongoing familiarity with changes to best practices in audit delivery.

  • Researches and proposes revisions to the Internal Audit Charter on a periodic basis.

  • Maintains the quality assurance and improvement program.

  • Prepares draft items and attends Audit, Finance and Conduct Review Committee (AFCRC) meetings.

People Leadership (10%)

  • Builds a high performing workforce by actively leading human resource activities.  

  • Ensures development of divisional succession plans.  

  • Builds a culture of leadership and accountability to effectively deliver on strategic and corporate strategies, ensuring integration with and management of employee performance development and career development plans.

Corporate Management (10%)

  • Ensures programs and policies are in alignment with corporate, strategic and divisional strategies.   

  • Manages risk in area of authority. 

  • Prepares, reviews, manages and/or approves departmental/divisional budgets. 

  • Prepares decision requests, decision and/or information items and/or SGI board items.  

  • Ensures that the Health, Safety and Emergency Management Policy is applied in area of responsibility, including development, implementation and managing of program components specific to departmental health and safety requirements.   

  • Makes decisions for departmental operations that are efficient, effective and in alignment with strategic direction and priorities. 

  • Ensures department and program policies, procedures and guidelines are in compliance with applicable federal and provincial legislation and regulations; implements and evaluates changes to legislation and regulations in area of authority.  

  • Establishes and maintains an effective system of internal controls to support reliable financial reporting and compliance in accordance with applicable laws and regulations within the span of control and communicates the importance of internal controls to staff. 

Education and Experience

  • Four-year degree from an accredited post-secondary education institution in a relevant field of study such as Business, or Commerce.

  • A Chartered Professional Accountant (CPA), Certified Internal Auditor (CIA), or other auditing designation (e.g. CISA).

  • Ten years’ experience comprised of six years of leadership experience and four years’ experience in the field of auditing.

Knowledge, Skills and Abilities

  • Knowledge of the principles and practices of auditing: internal, external, compliance, financial, operational, and information technology (IT).

  • Knowledge of corporate governance, risk management and internal control frameworks and techniques (e.g. COSO, ISO, NIST, CoBIT) and how they apply in government.

  • Knowledge of accounting concepts, guidelines and principles and their application to work requirements.

  • Knowledge of IT governance, processes and controls.

  • Knowledge of enterprise risk, compliance and strategic management practices and processes.

  • Knowledge of organizational units and how they interact to achieve corporate objectives.

  • Knowledge of the methods, techniques and procedures used in technical analysis (financial, research and statistical).

  • Knowledge of emerging technologies (e.g. AI) and ability to understand and effectively utilize technologies, including internal audit and data analytic software, to effectively deliver audit engagements. 

  • Knowledge of procurement practices and ability to effectively and efficiently manage third-party internal audit vendors.

  • Knowledge of the insurance industry.

  • Ability to conceptualize findings and deliver the information in a clear, inclusive, and meaningful presentation that enhances understanding and engagement with the audience.

Pay Range:$122,139.00 - $162,859.00
