The United States Space Force (USSF) at Cape Canaveral SFS, FL is searching for a Budget Analyst, 5 SLS (NH-0560-02, GS-5/11 equivalent) Description: The 5th Space Launch Squadron, Cape Canaveral SFS, FL is looking for a Full-Time Budget Analyst to provide financial management services, to include advisory service, budget operations, cost analysis, and resource management systems. Position duties include, but are not limited to: - Preparing detailed analyses of annual and multi-year budget estimates, compiling supporting documentation for budget requests and providing insights into spending trends to forecast funding needs. - Monitoring budget execution, tracking obligations and expenditures across various funding sources, identifying variances, and recommending budgetary adjustments to address program changes and funding fluctuations. - Providing expert advice and guidance to management on budgeting strategies, resource distribution, financial planning, and program prioritization, delivering comprehensive financial reports and trend analyses. - Utilizing automated budgetary systems and computer-generated reports, ensuring data integrity and accuracy to produce reliable analyses and recommendations for effective budget management. Ideal Candidate: The ideal candidate possesses a strong foundation in budgetary principles, practices, procedures, regulations, and policies, with demonstrated experience in budget formulation, justification, and execution. Essential skills include the ability to apply analytical methods such as cost-benefit analysis and zero-based budgeting to assess the impact of program plans and funding adjustments. Proficiency with automated data processing (ADP) systems for cost, budget, and funding management is required. The candidate must be adept at gathering, analyzing, and interpreting data to develop comprehensive budget estimates, identify solutions, and provide well-supported recommendations. Excellent communication skills, both written and verbal, are crucial for effectively conveying budgetary information, defending proposals, and advising stakeholders. Candidate must have Financial Management (FM) Level 1 certification and a solid understanding of the FM Body of Knowledge. A bachelor's degree in accounting, finance, economics, business administration, or a related field is preferred, and relevant professional certifications (e.g., Certified Government Financial Manager (CGFM), Certified Management Accountant (CMA)) are a plus. Key Skills and Abilities: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. 2. Knowledge of missions, roles, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. 3. Skill in the application of analytical methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. 4. Knowledge of automatic data processing, concepts and systems capabilities to accomplish cost/budget/funding tasks. 5. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. 6. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
