About the Department

We have an exciting opportunity for an Interim Director of Transfer located at our campus in San Jacinto, CA.  Under the general direction of the Dean of Student Services, the Interim Director of Transfer is responsible for providing leadership and directing the operation of the Transfer Centers located on all college campus sites. This includes developing and implementing program plans, policies and procedures to support college goals and comply with state and federal mandates; developing and managing operational budgets; supervising and training assigned staff; monitoring student progress; preparing reports and evaluating program effectiveness; and facilitating an environment of inclusiveness and equity-mindedness. 

This is an administrative position, exempt from overtime provisions of the Fair Labor Standards Act, with responsibility for formulation and recommendation of district policies, regulations and budget decisions related to the area of responsibility.

Initial placement on the salary schedule will be commensurate with education and experience, along with a cell phone allowance stipend. Academic administrators serve under contract and make contributions toward STRS (a retirement plan).  Benefit package includes comprehensive medical, dental and vision plans, life insurance, sick leave, and 22 days of vacation per year.  While this current vacancy is expected at the San Jacinto Campus, Administrators serve district-wide and may be assigned to the San Jacinto Campus, the Menifee Valley Campus, the Temecula Valley Campus or any District facility. Additional openings that become available prior to the end of the hiring process may also be filled from the qualified applicants.

This position is categorically funded and exists based on the availability of funds. If funds cease to be available, the District may, at its discretion, implement a reduction in force that could result in the elimination of the position.

Position Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES:
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements and duties does not exclude them from the position if the work is similar, related, or a logical assignment to this class.

  • Identify and increase the number of students who choose to transfer and are prepared to transfer, and ensure the inclusion of low-income, disabled, and first generation college students
  •  In cooperation with baccalaureate-level universities, increase the percentage of students (including low-income, disabled and first generation college students) who establish transfer as their educational goal, and who actually transfer
  • Work to ensure that the transfer of students is a high priority at Mt. San Jacinto College 
  • Work with leaders of MSJC’s Success Pathways initiative to ensure that transfer is an integral element of the effort to improve the student pathway to success and completion
  • Revise campus policies and procedures as needed to strengthen and clarify the transfer process
  • Lead campus-wide efforts to identify and remove barriers to the retention and transfer of all students 
  • Through the Counseling Department, Transfer Center, and all programs that support transfer students, ensure that students obtain accurate and timely counseling, academic advising, transfer information and services 
  • Work with instructional faculty and departments to develop curriculum, course content and pedagogy that integrate baccalaureate-level learning outcomes
  • Manage program operations, including planning, training, supervision, budget management, and program evaluation for Mt. San Jacinto College’s Transfer Centers
  • Develop program-specific goals to support college priorities and comply with applicable state and federal regulations; design and implement procedures, services, and activities required to achieve individual program goals 
  • Develop and implement strategies for marketing, recruitment, and outreach 
  • Collaborate with faculty, student services personnel, community/government agencies, and transfer institutions to address transfer students’ needs
  • Serve as the liaison office between the community college and baccalaureate-level colleges and universities in regards to student admission policies and transfer requirements – including but not limited to Historically Black Colleges and Universities and other minority-serving institutions
  • Developing marketing strategies to promote transfer as a viable educational goal for all students including low-income, disabled, and first generation college students; regularly inform the college community of new and changing transfer information and requirements
  • Collaborate with counselors and articulation coordinator to maintain understanding of current transfer requirements
  • In coordination with the Counseling Department, providing potential transfer students with counseling and academic planning which includes the selection of courses required for university admission, general education options, and major preparation 
  • Encourage participation in transfer programs that support academic planning such as Transfer Admission Agreements, cross enrollment at universities, and the utilization of course articulation information to ensure course transferability
  • Work with baccalaureate-level universities to develop and coordinate collaborative transfer programs such the Transfer Admission Agreements (TAAs), CSUs Lower Division Transfer Pattern (TRDP), Dual Admissions, university outreach, Transfer Day/College Night programs, and cross-enrollment activities 
  • Develop a calendar of Transfer Center activities, providing a library of transfer materials for student and counselor research, and coordinating transfer workshops and university tours
  • Develop and manage operational budgets; recommend specific needs for staffing, facilities, and capital expenditures to support identified program goals. Supervise, train, and evaluate personnel assigned to the Transfer Center
  • Assist students with their transfer/transition plans, including timely completion and submission of university applications, acquisition of financial aid and housing, and the identification of other available university services, programs and personnel to contact for further assistance in the transition process 
  • Chair Transfer Implementation Team developed to assist in supporting and strengthening transfer activities on campus and participate on college wide committees, workgroups, or sub committees as appropriate
  • Collaborate with local colleges and universities to facilitate Mt. San Jacinto College transfers; develop transfer agreements, establish and maintain regular communication with outreach/admissions personnel; coordinate recruitment activities, transfer fairs, and college visits 
  • Establish and oversee procedures for tracking students and monitoring their progress toward transfer; collect, and report data reflecting students' transfer readiness and college transfer rates; comply with state reporting requirements; develop/maintain/update as appropriate the College's Transfer Plan; Prepare and maintain a variety of narrative and statistical reports, records and files related to personnel and assigned activities
  • Work with the campus articulation officer to monitor and encourage the development of articulation agreements and campus participation in articulation efforts 
  • Provide on-going information and training to Counselors and Transfer Center staff in collaboration with the articulation coordinator regarding new transfer options, changing requirements, university selection criteria, ASSIST, and university application procedures to ensure that accurate and up-to-date information is being conveyed to students 
  • Provide transfer courses, workshops and classroom presentations that include information about university admission requirements, selection criteria, Transfer Admission Agreements, and application processes to baccalaureate-level campuses 
  • Attend regional Transfer Directors meetings coordinated by the CCC System Office, and attending the annual CCC statewide Transfer Center Directors meeting. In addition, attend transfer meetings and conferences sponsored by UC, CSU and independent colleges and universities 
  • Write and submit the annual Transfer Center Report to the CCC System Office 
  • Provide updates to the College Governing Board and other campus groups annually on transfer numbers and community college or university trends or policies that are affecting transfer students  

KNOWLEDGE, SKILLS AND ABILITIES
 The incumbent should possess knowledge of:

  • Transfer guarantee programs, related opportunities and requirements to universities
  • Eureka and other software to assist in basic transfer exploration data reporting software
  •  General financial aid information
  •  Community college matriculation processes
  •  Content Management Software
  •  Marketing strategies, including graphic flyers to post to online media
  • General office software and equipment
  • Application process and timelines associated with the transfer process
  • Special programs related to transfer students and California universities
  • Correct grammar, spelling, and punctuation
  • Effective oral, and written communication
  • Office methods, procedures and practices
  • Operation of word processing/keyboarding, spreadsheets, college database, and budgeting software programs
The incumbent should possess skills in:

 The incumbent should possess the ability to:
  • Provide information to students regarding transfer processes such as, but not limited to, university requirements to transfer, transcript deadlines, and the type of courses typically required for transfer to universities
  • Work collaboratively with the Transfer Center Director
  • Organize in-person and virtual field trips to universities
  • Develop methods to assess student needs in relation to transferring to universities and career exploration
  • Recommend the development of programs and workshops
  • Develop workshops, events, activities, and programs to assist students in applying for transfer into universities
  • Meet with students to discuss transfer needs, major and career exploration, and to refer students to District resources that can provide support;
  • Conduct presentations, trainings, and workshops
  • Conduct outreach activities as a representative of the Transfer Center
  • Create and maintain data resources to develop reports to make proposals and recommendations to improve transfer resources;assist in maintaining data to track student progress in meeting transfer goals and establishes detailed records of student participation for outreach and retention opportunities
  • Update the Transfer Center website and maintain online documentation on dates and timelines to increase transfer rates and transfer success
  • Schedule visits from university representative to the District
  • Schedule meetings for students, university representatives and events
  • Market departmental services on various platforms
  • Coordinate multiple calendars internally, and the public calendar on the Transfer Center website
  • Effectively engage and support historically underrepresented groups by addressing issues of equity and improving culturally responsive service-oriented practices
  • Work in collaboration with the department on the Guided Pathways initiative and Student Equity and Achievement goals where it pertains to transfer success
  • Communicate with other administrators, personnel and faculty to coordinate activities and programs, resolve transfer center related issues and conflicts and exchange information; support staff and faculty in providing success and student services information at a variety of on-campus locations
  • Develop and maintain data on student progress in meeting goals for transfer 
  • Coordinate many different duties, determine the relative importance of each, set deadlines and complete projects accordingly
  • Establish and maintain cooperative and effective working relationships with others, including those from a diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff
  • Effectively use data to inform the development workshops, programs, and trainings
  • Assist students with resources to help them research universities independently
  • Organize departmental operations, and develop method to extract data and produce resource report
  • Communicate effectively, orally and in writing

Minimum Qualifications

MINIMUM QUALIFICATIONS

  1.  A Master’s degree in Educational Leadership, Counseling, Education, Human Services, Organizational Leadership, Public Administration, or a related field; (attach transcripts) AND  
  2. Two (2) years of formal training, internship or leadership experience reasonably related to the administrator's assignment within education; AND
  3. Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
