About the Department

Join a winning team!  The Maryland-National Capital Park & Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner, is currently seeking a highly motivated, customer service-oriented, team player to serve as a Corporate Procurement Specialist III in M-NCPPC’s Corporate Procurement Services Division. The successful candidate will be responsible for performing professional-level procurement tasks in obtaining goods and services for all departments within the organization. This is a highly visible and responsible position due to the dynamic nature and complexity involved and will provide an exciting career opportunity for the successful candidate.   

Position Duties

  • Provide leadership and guidance regarding procurement processes and procedures to Commission departments; 
  • Develop, prepare, and issue solicitations utilizing a variety of source selection methods including but not limited to, request for information (RFI), request for quote (RFQ), request for qualifications (RFQ),  invitation for bids (IFB), multi-step invitation for bids (MS-IFB) and request for proposals (RFP); 
  • Assure that proper specifications and appropriate procurement policies and procedures are followed; 
  • Procure the most cost-effective supplies, materials, equipment and services from qualified and responsive vendors within defined timeless, in order to achieve departmental goals; • Process purchase requisitions and supporting documents through required review and approval process and assure open and fair competition, procedural integrity and compliance with Commission’s policies and procedures; 
  • Work with Commission departments to forecast and define procurement requirements, specifications, deliverables and scope of services, provide advice and consultation on procurement issues and interpret Commission policies and procedures; 
  • Respond to FOIA requests regarding bid submittals and contract documentation in conjunction with The Commission’s Office of the General Counsel; 
  • Respond to bid protests and provide recommendations for resolution in conjunction with the Corporate Procurement Director and Office of the General Counsel;  
  • Prepare and award contracts based on analyses of all elements of cost, compliance with contract provisions and conduct due diligence on received submissions to determine responsiveness and responsibility of bidders; 
  • Approve purchase orders up to procurement authority limits; 
  • Draft and awards contracts; 
  • Performs complex strategic sourcing practices on a Commission-wide basis to reduce the total cost of operations (TCO) for a variety of commodities.   

Minimum Qualifications

  1. Bachelor’s Degree in Purchasing, Business or Public Administration or any related field. 
  2. Four (4) years of progressively responsible experience in procurement and contracting that includes substantive work in the range of duties in this class specification. 
  3. An equivalent combination of education and experience may be substituted, which total eight (8) years.

Highly Desirable Skills: 
  • Knowledge of principles and practices of public sector procurement; 
  • Knowledge of principles of total cost analysis, vendor management and supply base analysis; 
  • Knowledge of negotiation techniques and skills in negotiating favorable pricing and contract terms and conditions; 
  • Public procurement experience; 
  • Experience working within regulations governing public sector procurement activities and ability to interpret and apply related standards; 
  • Professional certifications from a recognized Purchasing Association such as CPPB (Certified Professional Public Buyer), CPPO (Certified Public Purchasing Officer), or CPSM (Certified Professional in Supply Management).
